SUMMARY:

Consideration of a resolution authorizing the sale and disposition of an OUR SA owned surplus property at 114 Henry, in City Council District 1 to Raul Ibarra, Jr.


BACKGROUND INFORMATION:

The OUR SA owned surplus property located at 114 Henry is legally described as Lot 21, Block, NCB 6684, City of San Antonio, and Bexar County, Texas. The property consists of 0.0459 acres, 2000 square feet, and is 20' by 80'. The property was acquired by the Urban Renewal Agency for the City of San Antonio in 1996 and has remained vacant since that time. The current 2016 BCAD value is $2,860.

The property has been advertised in City-wide publications and has been canvassed through the proper departments as required by the Urban Renewal Statute and Board of Commissioners.

ISSUE:

On April 28, 2016, OUR SA staff received a bid of $5000 from Mr. Raul Ibarra, Jr. for the vacant property located at 114 Henry. The surplus property is adjacent to Mr. Ibarra's property, and his plans are to expand his existing garage or carport to accommodate additional family vehicles so that they are no longer parked on the street and subject to vandalism.

OUR SA is seeking approval of the sale of 114 Henry to Raul Ibarra Jr. The property is considered surplus and too small for the development of a new single family home. The property is currently requiring clean up maintenance on a regular basis. It is underutilized and creating no value for the neighborhood or the City of San Antonio.
