SUBJECT:

San Antonio Water Systems Utility Change Order for Belford Area Drainage

SUMMARY:

An ordinance for Belford Area Drainage, a 2012-2017 Bond-funded project located in Council District 3, authorizing a utility-related change order in the amount not to exceed $101,200.37, payable to Jordan Foster Construction and reimbursed by San Antonio Water System for the relocation of two existing water lines.

BACKGROUND INFORMATION:

The Belford Area Drainage Project consists of the construction of curbs, sidewalks, driveways approaches, underground drainage and an open outfall to IH-37. The Belford Area Drainage Project resulted from a drainage study, funded by the 2007 Bond Savings, of the existing drainage conditions in the Belford Area located in the Fairlawn drainage watershed (adjacent to Highland Hills). The study area is bounded by IH-37 and SE Military Drive to the south, Pecan Valley Drive to the west and natural ridges to the north and east. The results of the study were summarized in a Preliminary Engineering Report (PER) on how to alleviate localized flooding, which flood Belford Drive and the Belford-Utopia intersection. The results identified drainage improvements, to include an underground storm sewer system and street improvements throughout the Belford Area.

Previous Council Action

A previously executed contract with Jordan Foster Construction in the amount of $6,249.080.75 was approved by City Council on September 17, 2015, through Ordinance 2015-09-17-0793. Previous change orders have increased this contract amount by $40,580.77 to a total contract amount of $6,289,661.52. The previous change orders included the relocation of apartment fencing, TxDOT inlets, a concrete cap on Utopia, and a pavement extension to accommodate an inlet relocation. , This change order will increase the contract by $101,200.37 to a total contract amount of $6,390,861.89.

The following table illustrates the change orders that have occurred since construction of this project began:

Item                                                                                   Amount

ISSUE:

This ordinance for Belford Area Drainage, a 2012-2017 Bond-funded project located in Council District 3, authorizes a utility-related change order in the amount not to exceed $101,200.37, payable to Jordan Foster Construction and reimbursed by San Antonio Water System for the relocation of two existing water lines.

Although originally thought to be located much deeper, the existing eight-inch and six-inch water lines were actually located underground at a much more shallow depth. The discovery of the water lines at a more shallow depth created a conflict for the placement of the storm drain inlets. The conflict can only be resolved by relocating the water lines. This change order provides the additional funds necessary to move forward with the relocations and keep the Belford Project on track. Construction on this project began in October of 2015 and is estimated to be completed by January 2017.

ALTERNATIVES:

As an alternative, City Council could choose not to approve this change order; however, not approving the change order would delay construction and alternative design considerations would need to take place further hindering completion of this Project.

FISCAL IMPACT:

This is a one-time capital improvement expenditure in the amount of $101,200.37 payable to Jordan Foster Construction. The amount will be paid by COSA and will be reimbursed by the San Antonio Water System. This 2012-2017 General Bond Project is included in the FY 2016-2021 Capital Improvement Program Budget.

RECOMMENDATION:

Staff recommends approval of this utility related change order in the total amount not to exceed  $101,200.37 related to the adjustments needed to resolve the conflicts with the proposed storm drain and the existing waterlines.
