SUBJECT:

 

2016 - 2017 Task Order Contract for Traffic Signal Modifications

 

 

SUMMARY:

 

An ordinance for the 2016 - 2017 Task Order Contract for Traffic Signal Modifications accepting the lowest responsive bid and awarding a construction contract in an amount not to exceed $1,422,062.50 payable to Signal Services Group Inc. for the installation of traffic signal equipment at numerous locations throughout the City for projects to be identified in the FY 2017 - FY 2021 IMP and additional projects that materialize throughout the term of the contract.

 

 BACKGROUND INFORMATION:

 

The contract will be primarily utilized to complete the installation of traffic signal equipment identified in the 2017 IMPs, along with additional projects that may materialize throughout the contract term.  Equipment modifications include, but are not limited to, the installation of traffic signal equipment such as traffic signal heads, audible pedestrian signals, traffic signal controller cabinets, vehicle detection devices, light emitting diode (LED) change outs, and any other related work. The hardware for these modifications is being purchased and furnished by TCI and will be provided to the Contractor for each location.                     

This contract was advertised for construction bids in the San Antonio Hart Beat, on the City’s website and on the Texas Electronic State Business Daily in June and July 2016.  In addition, the bid announcement was made on TVSA and through the Economic Development Small Business Office.  Bids for this contract were opened on Tuesday, July 26, 2016, with five (5) responsive bidders.  Signal Services Group Inc. was the lowest responsive bidder with a bid amount of $1,422,062.50. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  This contract is within the scope of the SBEDA Program.  However, due to historic projects, lack of available firms and/or subcontracting opportunities, the Goal Setting Committee recommended no API be applied to this contract.

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

ISSUE:

Funding for these modifications will be made available through various funding sources which may include, but is not limited to General Fund and Neighborhood Access and Mobility Program (NAMP). If funding for any traffic signal equipment modification was not previously appropriated, funding will be identified and appropriated through subsequent City Council actions.
                     

 

 

ALTERNATIVES:

 

An alternative for the completion of these modifications is to use in-house staff. However, with the demands of completing their daily traffic signal maintenance responsibilities, the timely completion of this additional work by staff cannot be guaranteed.                     

 

FISCAL IMPACT:

 

This contract will be used to complete traffic signal equipment modifications identified in the FY 2017 IMP, along with additional projects that may materialize throughout the contract term.  Projects will be funded through various funding sources which may include, but is not limited to, General Fund and Neighborhood Access and Mobility Program (NAMP). Additional work activities will be allocated in the form of task orders as funding is made available

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance awarding the 2016 - 2017 Task Order Contract for Traffic Signal Modifications construction contract to Signal Services Group Inc a construction contract in the amount not to exceed $1,422,062.50.
