SUBJECT:

Professional Services Agreements for National Environmental Policy Act (NEPA) Environmental Consulting Services 2016


SUMMARY:

An ordinance authorizing the execution of five on-call professional services agreements with Adams Environmental, Inc., Poznecki-Camarillo, Inc., Atkins North America, Inc. Pape Dawson Engineers and Zephyr Environmental Corporation, each in an amount not to exceed $600,000.00 per contract year, for as-needed services to supplement the City's National Environmental Policy Act (NEPA) consulting resources related to federal transportation projects, capital improvement bond projects and other City projects, located citywide. Each agreement is for a term of one year with an option to renew each for two additional one year extensions at an additional amount not to exceed $600,000.00 per contract year at City's sole discretion.


BACKGROUND INFORMATION:

The Transportation & Capital Improvements Department (TCI), Environmental Management Division (EMD), is responsible for assessing all environmental impacts related to transportation and drainage improvement projects, determining potential environmental impacts and obtaining environmental clearances from the federal and state regulatory agencies for all Bond projects, federally funded projects and capital improvement projects prior to construction advertisement. These environmental impacts include water quality, air quality, hazardous materials, noise, endangered species, cultural resources, vegetation, economic justice and public involvement.

The City is currently contracting with Adams Environmental, Inc., Poznecki-Camarillo, Inc., Atkins North America, Inc. and AECOM for NEPA consulting resources.
