SUBJECT:

Federal Surplus Property Program - San Antonio International Airport


SUMMARY:

This Ordinance authorizing the submission and acceptance of a grant to the Texas Facilities Commission for a 1997 Ford F350 custom vehicle with a staircase with an original value estimated at $75,000.00. The vehicle will provide a means for passengers to exit an aircraft in emergencies and incidents at the San Antonio International Airport. To accept the vehicle, the Aviation Department is required to pay a $1,300.00 processing fee.


BACKGROUND INFORMATION:

The Texas Facilities Commission (TFC) manages the disposition of surplus property donated to the state by federal programs. The Federal Surplus Property Program of the TFC certifies organizations as eligible under federal agency regulations to receive and use the property, including cities, counties and public airports. These organizations are able to obtain the formerly federal equipment at no cost except for payment of $1,300.00 for a processing fee.

The Aviation Department seeks equipment to assist the operations during emergencies at the San Antonio International Airport. The TFC has a 1997 Ford 350 with a staircase with an original value of $75,000.00. With this vehicle, employees will be able to drive up aircraft to help passengers exit an aircraft in cases of emergencies or incidents.


ISSUE:

City Council authorization is required for the submittal and acceptance of grant submittals.


ALTERNATIVES:

City Council could elect to not approve the Ordinance. However, this action will allow the Aviation Department to obtain a custom vehicle to assist passengers during an emergency event.


FISCAL IMPACT:

Funding for the processing fee in the amount of $1,300.00 is available in the FY 2016 Aviation Budget.
