SUBJECT:

Acceptance of Park Land Donation for Phil Hardberger Park


SUMMARY:

This ordinance authorizes the acceptance of approximately 16.353 acres at the corner of Wurzbach Parkway and Blanco Road from the Wal-Mart Real Estate Business Trust for additional park land at Phil Hardberger Park located in Council District 9.


BACKGROUND INFORMATION:

Wal-Mart Real Estate purchased the property at the corner of Wurzbach Parkway and Blanco Road for the development of a Walmart store and other retail businesses. Wal-Mart Real Estate Business Trust contacted the City to donate the 16.353 acres of land to become part of the natural area park and as an undeveloped property, as agreed upon with the adjacent property owners. This property is directly adjacent to Phil Hardberger Park. A conservation easement has been recorded on 6.1678 acres of the property for mitigation required by the U.S. Army Corps of Engineers.


ISSUE:

This ordinance will authorize the acceptance of a donation of approximately 16.353 acres from Wal-Mart Real Estate Business Trust to be designated for park land. This acquisition is consistent with the recommendations outlined for the Far North Subarea of the Adopted Parks System Strategic Plan.


ALTERNATIVES:

Should City Council decide not to accept the property, Wal-Mart Real Estate Business Trust would continue to own the property, and the property would not become part of the Phil Hardberger Park.


FISCAL IMPACT:

The donation of the land is valued at $164,000.00 by the Bexar Appraisal District. Closing costs are estimated to be approximately $2,500.00 and will be paid from the Phil Hardberger Park Project Budget. There will be minimal annual operating, security and maintenance expenses for this undeveloped property.
