SUBJECT:

 

Army vs Notre Dame Football Game Alamodome Improvements                                       

 

SUMMARY:

Consideration of the following Ordinances related to the FY 2016 - FY 2021 Convention & Sports Facilities (CSF) Capital Budget for projects related to the Army vs Notre Dame Football Game (the Game) at the Alamodome:

 

A.  An Ordinance amending the FY 2016 Convention & Sports Facilities Capital Budget to include a new project for Alamodome Improvements in preparation for the Army vs Notre Dame Football Game, and appropriating funds in the amount of $334,089.00 from the CSF State Reimbursement Fund.

 

B. An Ordinance approving the appropriation of additional funds in the amount of $385,000.00 from the CSF State Reimbursement Fund for expenses related to the installation of fiber cabling at the Alamodome.

 

 

BACKGROUND INFORMATION:

The Events Trust Fund legislation (Vernon's Texas Civil Statutes 5190.14) provides municipalities and counties the opportunity to obtain reimbursement for eligible expenses related to hosting and attracting high-visibility, high-tax impact events to the state of Texas that could otherwise take place outside of the state.  The Shamrock Series Army vs Notre Dame Football Game will be held at the Alamodome November 12, 2016. This event has been approved by the Governor’s Office as eligible under the State’s Event Trust Fund program for reimbursement of qualified expenses which must be completed prior to the game. The Office of the Governor approved a total contribution to the Events Trust Fund for this event in the amount totaling $834,144.00, which includes the required local contribution share of $115,055.00. 

 

 

Item A: Notre Dame Alamodome Improvements Project

Improvements to be submitted to the State for reimbursement and which are vital to the success of the event will be the purchase of 67 metal detectors, press box audio improvements, various audio and video equipment purchases, and signage/wayfinding improvements.

 

Item B: Additional Appropriations

Additional improvements will be for the final phase of fiber cabling installation at the Alamodome totaling $385,000.00 to support the concessionaire’s Point of Sale (POS) System.   The first phase was approved by City Council on February 18, 2016 for the plaza level in preparation for the Big League Weekend event.   The second phase was approved by City Council on June 2, 2016. This is the last of three phases with a total project cost of $1,385,000.00. This phase will complete the fiber installation in the remaining Upper Concourse, the Field Level, and numerous portable point of sale locations.  The final phase will be completed by November 2016 in time for the Army vs Notre Dame game in order to be eligible for reimbursement.  The City has an on-call contract with Presidio for fiber cable installation.  Staff will utilize Presidio for this final phase of the project.

 

 

ISSUE:

 

City Council authorization is required for new capital projects and the appropriation of additional funds into existing capital projects. The Army vs Notre Dame Football Game is November 12, 2016 and all improvements will need to be completed prior to this date in order to qualify for reimbursement under the Events Trust Fund legislation.

 

 

ALTERNATIVES:

 

If the new capital project is not approved and additional funds are not appropriated, the department will lose the opportunity to receive reimbursement for the necessary improvements and fiber installation related to the Army vs Notre Dame Football Game.

 

FISCAL IMPACT:

 

Item A

This action will appropriate $334,089.00 in FY 2016 from the CSEF State Reimbursement Fund for the Notre Dame Alamodome Improvements Project. This project will amend the FY2016 Capital Improvements Program.

 

Item B

FY 2016 funds in the amount of $385,000.00 will be appropriated into the Alamodome Fiber Installation Project from the CSF State Reimbursement Fund. This project will amend the FY2016 Capital Improvements Program.

 

RECOMMENDATION:

 

Staff recommends the authorization to amend the FY 2016 - FY 2021 Capital Budget and appropriation of $334,089.00 for the Notre Dame Alamodome Improvements Project and an additional $385,000.00 to purchase the installation of fiber cabling for the Alamodome.
