SUBJECT:

LaborFest Carnival License Agreement

SUMMARY:

An Ordinance authorizing a License Agreement with LaborFest, LLC to license a parcel of City-owned property surrounded by Tower of the Americas, Montana St., and Tower of the Americas driveway for a period of 9 days commencing on August 29, 2016 and terminating on September 6, 2016 to be used in association with LaborFest activities.
BACKGROUND INFORMATION:

LaborFest San Antonio is an annual three (3) day multi-cultural Music and Art Festival which started in 2012 as a way to provide family-friendly entertainment that appeals to San Antonio's growing community. While not a non-profit entity, LaborFest San Antonio not only looks to provide entertainment but also gives back to the community through scholarships, education, and career advancement opportunities. The 2016 LaborFest San Antonio will take place over Labor Day weekend with food and drink vendors and live performances from national, regional and local artists.

ISSUE:
LaborFest, LLC has already executed a short-term lease agreement with the Henry B. Gonzalez Convention Center for the use of two exhibit halls to be used for concerts and a health and career fair. City Council authorization is required for the Henry B. Gonzalez Convention Center to enter into a license agreement with LaborFest, LLC for the south lot property at the corner of Tower of the Americas Way and Montana Street, to host the LaborFest Carnival.

ALTERNATIVES:
LaborFest staff has been informed that Hemisfair Park and the Institute of Texas Cultures are not available to host this event. If the license agreement is not approved, the LaborFest carnival event will be cancelled.
