SUBJECT:
2016 Lead Hazard Reduction Demonstration Reduction Grant Award

SUMMARY:
This ordinance authorizes the City of San Antonio's Department of Planning and Community Development Department (DPCD) to accept the 2016 Lead Hazard Reduction Demonstration (LHRD) $3,400,000 grant award from the U.S. Department of Housing and Urban Development (HUD). The ordinance would also authorize a personnel complement of two positions and allow the Director of Planning and Community Development to accept any additional matching funds associated with the grant.

BACKGROUND INFORMATION:
On June 14, 2016, the City of San Antonio's application for the 2016 Lead Hazard Reduction Demonstration (LHRD) Grant was selected and awarded $3,400,000 from HUD. The City of San Antonio has been the recipient of four LHRD grants (2007, 2009, 2011 and 2013), a Healthy Homes Production Grant (2011) and the recipient of two Lead-Based Paint Hazard Control Programs (2000 & 2004) from the HUD's Office of Healthy Homes and Lead Hazard Control. To date, 1,128 homes have been assisted through the Department's lead grants.
This three year grant award will allow DPCD's Green and Healthy Homes Program (GHHP) to identify and reduce lead hazards in approximately 197 privately owned, low-income rental or owner occupied housing units and to staff two full time employees. DPCD is currently administering the 2013 LHRD Grant, which will be completed on March 31, 2017. The 2016 LHRD grant will commence approximately on April 1, 2017 and will end on April 30, 2020.
