SUMMARY:

 

Authorizing an Agreement with the Edgewood ISD This ordinance will authorize an agreement with the Edgewood ISD for the school district’s provision of adolescent health education services for a term beginning on October 1, 2016 and ending on December 31, 2017 in the amount of $115,000.00, with the option to renew upon the same terms and conditions for a one year period, subject to and contingent upon Medicaid 1115 Waiver funding.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is an agreement with the Edgewood ISD for the provision of adolescent health education services.

 

On January 31, 2013, City Council authorized the submission of six project proposals by Metro Health through the Regional Healthcare Partnership Anchor entity, University Health System (UHS) for consideration and funding through the new Delivery System Reform Incentive Payment (DSRIP) arm of the "Texas Healthcare Transformation and Quality Improvement Program" or "Transformation Waiver." Metro Health carefully selected projects in the following areas: diabetes prevention, children's oral health services, HIV and Syphilis prevention, breastfeeding promotion, teen pregnancy prevention and neighborhood health promotion.

 

Authorization of the agreement with the Edgewood ISD will allow Metro Health to continue to expand evidence based adolescent health education for the prevention of adolescent pregnancy, sexually transmitted diseases and HIV in San Antonio. This agreement is subject to and contingent upon Medicaid 1115 Waiver funding.

 

Historically, the San Antonio inner-city communities have experienced high teen birth rates as reported in zip code data by Metro Health.  To address teen pregnancy, the Centers for Disease Control and Prevention (CDC) recommends the use of evidence-based prevention education programs as a key strategy.  In a previous three year agreement with the City, the Edgewood ISD implemented a school board approved, evidence-based prevention education program which has continued through the 2015-2016 school year.  Approximately 500 secondary level students complete the program each year.  The provision of the prevention education was conducted with parent/guardian consent and funded by the Medicaid 1115 Waiver funding.  The latest teen birth data indicates that the Edgewood ISD catchment area has seen a 13% decline in the teen birth rate from 2013 to 2015.

 

HHSC submitted a request to the Centers for Medicare and Medicaid Services (CMS) for a 15 month extension of the Medicaid 1115 Waiver. The extension period was approved and has been extended for a 15month period beginning on October 1, 2016 and ending on December 31, 2017.

 

 

 

ISSUE:

 

CMS recently approved a 15 month extension of the Medicaid 1115 Waiver in Texas that will coincide with the end of the initial demonstration period on September 30, 2016. 

Therefore, Metro Health seeks City Council authorization to enter into an agreement with the Edgewood ISD for the school district to provide adolescent health education.

 

 

 

ALTERNATIVES:

 

If Metro Health is not authorized to enter into this agreement with the Edgewood ISD, Metro Health will forgo an opportunity to continue the adolescent health education services in school communities that are experiencing teen birth rates exceeding the national average.

 

 

 

FISCAL IMPACT:

 

Funding for the agreement with the Edgewood ISD to provide adolescent health education services for a term beginning on October 1, 2016 and ending on December 31, 2017 in the amount of $115,000.00 is available and budgeted in the Medicaid 1115 Waiver.  There is no impact to the General Fund.

 

 

 

RECOMMENDATION:

 

Staff requests City Council authorization for Metro Health to enter into an agreement with the Edgewood ISD for the school district to provide adolescent health education services for a term beginning on October 1, 2016 and ending on December 31, 2017 with the option to renew the agreement for one year.
