SUBJECT: Hays Street Bridge Area-Public Art Murals

ACTION TYPE: Final Design Review

SUMMARY:
This item is to approve the final design proposal from Collaborative Partner Luminaria for the Hays Street Bridge Area-Public Art Murals project.

BACKGROUND INFORMATION:
Luminaria is proposing a series of three (3) outdoor murals in the Hays Street Bridge area as a creative placemaking project that will help to transform the Eastside Promise Zone of San Antonio. The Eastside Promise Zone Initiative is part of President Obama's plan to comprehensively revitalize distressed communities and improve quality of life. This initiative will coincide with the 2016 multi-arts Luminaria festival. The proposed mural projects are:

* A wall mural by Spanish artist Iker Muro on the north-east portion of Nolan Street Underpass retaining wall that will complement the existing mural program there.
* A wall mural by Portuguese artist Daniel Eime on the northwest fa?ade of the SAFD Storage and Support Facility that will be highly visible from the Hays Street Bridge.
* A freestanding mural on panels by Los Dos, (Ramon & Christian Cardenas, from El Paso Texas) to be placed under the Hays Street Bridge across from the B-cycle station.
* In addition to the mural project, Luminaria will offer a series of related education programs that will foster a shared understanding of the artworks.

ISSUE:
Approval of the final proposal will allow the City's Collaborative Partner and artists to move forward into the fabrication phase.

ALTERNATIVES:
Should the final proposal not be approved, Collaborative Partner will be asked to bring back final design to the Public Art Committee for additional review.

FISCAL IMPACT:
This project will be funded by the 2012-2017 Bond Program
RECOMMENDATION:
Staff recommends approval of the Hays Street Bridge Area-Public Art Murals proposal as presented.
