SUBJECT: Detention Center Transition
SUMMARY:
Oversight of the City of San Antonio Detention Center will be transferred to the San Antonio Police Department effective October 1, 2016 in order to improve overall management and operations at the facility. The Detention Center processes all persons arrested and awaiting magistration within San Antonio and Bexar County.
BACKGROUND INFORMATION:
In May 2016, discussions began between the San Antonio Police Department and Municipal Court regarding the proposed transfer of Detention Center oversight to the SAPD. A series of meetings to review various issues related to the facility and its operation were conducted; among the topics discussed were: budget information, standard operating procedures, existing contracts and equipment/property inventory. ITSD also completed an inventory and assessment of current technology within the Detention Center.
In June 2016, representatives from SAPD and Municipal Court met with Human Resources to discuss fiscal and human resource issues associated with the anticipated transition. Following this meeting, Human Resources representatives and executive leadership from SAPD and Municipal Court met with all Detention Center personnel to announce the transition and address any questions.
