SUBJECT:

 

Authorizing 1115 Waiver Program Agreements

 

 

 

SUMMARY:

 

These Ordinances will authorize the following agreements for programs funded by the 1115 Waiver:

 

(A)                     An ordinance authorizing an agreement with the University of Texas Health Science Center at San Antonio on behalf of its School of Dentistry to provide community-based rotations for dental students focusing on the delivery of dental sealants and fluoride varnish in a school-based setting in an amount up to $100,000.00, for the period of October 1, 2016 through September 30, 2017, with the option to renew for an additional one-year period.

 

(B)                     An ordinance authorizing an agreement with the University of Texas Health Science Center at San Antonio on behalf of its School of Dentistry to provide comprehensive oral health services in an amount  up to $40,000.00 for the period of October 1, 2016 and through September 30, 2017 with the  option to renew for two (2) one-year periods.

 

(C)                     An ordinance authorizing an agreement with the Witte Museum to provide funding for collaboration in assessing childhood health behavior and bio-metric data through the “H-E-B Body Adventure” interactive exhibit for a total amount not to exceed $83,333.33 for the period of October 1, 2016 through September 30, 2017 with the option to renew for two (2) one-year periods.

 

(D)                     An ordinance authorizing an agreement with the YMCA of Greater San Antonio (YMCA) for the YMCA to administer diabetes prevention programs in an amount up to $395,000.00 for the period of October 1, 2016 through September 30, 2017 with the option to renew for an additional one-year period.

 

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action are four agreements (A&B) UTHSCSA Dental School, (C) The Witte Museum, and (D) the YMCA.  (A) Through the contract for the Medicaid 1115 Waiver Dental Health project, UTHSCSA Dental School will continue a community-based rotation for dental students focusing on the delivery of dental sealants and fluoride varnish in a school-based setting; (B) Through the contract for the Medicaid 1115 Waiver Dental Health project, UTHSCSA Dental School will establish certain specified medical/dental health services for low-income, uninsured children identified with unmet dental needs by the Oral Health Program; (C) The Witte Museum collaboration will assess and report childhood health behavior and bio-metric data through the “H-E-B Body Adventure” interactive exhibit as part of Metro Health’s Neighborhood Health Project; and  (D)YMCA administers diabetes prevention programs for Metro Health’s Diabetes Project.

 

 

 

ISSUE:

 

Metro Health is requesting approval of agreements with UTHSCSA Dental School, The Witte Museum, and the YMCA. Authorization of the agreement (A) UTHSCSA Dental School for Metro Health’s Miles of Smiles Program continue a community-based rotation for dental students focusing on the delivery of dental sealants and fluoride varnish in a school-based setting. Authorization of agreement (B) UTHSCSA Department of Oral and Maxillofacial Surgery serves to establish certain specified medical/dental health services for low-income, uninsured children identified with unmet dental needs by the Oral Health Program and connect uninsured children, identified through Metro Health’s dental outreach efforts, to comprehensive oral health services provided in an appropriate clinical and/or surgical environment.  Authorization of agreement (C) The Witte Museum will provide for collaboration in assessing childhood health behavior and bio-metric data through the “H-E-B Body Adventure” interactive exhibit at the Witte Museum. Authorization of the agreement (D) with the YMCA will provide for the administration of diabetes prevention programs for the Metro Health’s Diabetes Project.

 

 

 

ALTERNATIVES:

 

Should the contract agreements not be authorized, Metro Health will forgo the use of budgeted and available grant funds to meet the specified grant deliverables.

 

 

 

FISCAL IMPACT:

 

Funding for the all agreements are available and budgeted in the Medicaid 1115 Waiver.  There is no impact to the General Fund.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of agreements with (A & B) UTHSCA School of Dentistry, (C) The Witte Museum, and (D) the YMCA with options to renew.  Authorization of these agreements will allow Metro Health to move forward with the implementation of goals set forth in the Medicaid 1115 Waiver projects and meet grant deliverables.
