The Comprehensive Plan Committee and the next steps for City Council’s oversight of SA Tomorrow implementation.

 

 

SUMMARY:

 

Comments by Mayor Taylor on the Comprehensive Plan Committee's accomplishments and the next steps for City Council's oversight of SA Tomorrow implementation.

 

 

BACKGROUND INFORMATION:

 

The Comprehensive Plan Committee (CPC) oversaw the update of the City’s comprehensive planning process and development of SA Tomorrow comprised of three plans including the Comprehensive Plan, the Multimodal Transportation Plan, and the Sustainability Plan.  All three SA Tomorrow Plans were adopted by City Council as components of the City’s Master Plan on August 11, 2016.

 

The CPC was integral in the planning process. The Council Committee ensured coordination between plans and with partner agencies. The CPC also created the oversight structure for SA Tomorrow - including appointing members and providing oversight to the Comprehensive Plan Advisory Group, Steering Committee, and Citizen’s Planning Institute. The Committee reviewed the input, collaboration, and progress of the oversight groups, including the Plan Element Working Groups who served as technical subject matter experts throughout development of the Comprehensive Plan. Finally, CPC, along with the Steering Committee, provided direction and insight regarding community participation and engagement, which ultimately culminated in broad community support for the adoption of SA Tomorrow.

 

 

ISSUE:

 

Moving forward, oversight of SA Tomorrow implementation will be undertaken by other City Council Committees:

                     The Criminal Justice, Public Safety and Services Committee will oversee implementation of the Public Facilities and Community Safety Element of the Comprehensive Plan.

                     The Economic and Human Development Committee will be responsible for the Military Element and the Jobs and Economic Competitiveness Element of the Comprehensive Plan.

                     The Housing Committee will ensure that the Housing Element of the Comprehensive Plan is implemented.

                     The Neighborhoods and Livability Committee is responsible for the Growth and City Form, Community Health and Wellness, Historic Preservation and Cultural Heritage, Natural Resources and Environmental Sustainability elements of the Comprehensive Plan.

                     The Transportation, Technology and Utilities Committee will be responsible for ensuring implementation of the Transportation and Connectivity Element of the Comprehensive Plan.

 

Implementation of SA Tomorrow will rely on participation from and collaboration between all City departments, neighborhood and community organizations, and stakeholders such as local leadership and industry groups.  Continued planning efforts will focus on specific regional centers, corridors, and community areas.  Strong leadership from City Council and its Committees will guarantee proper funding of these planning efforts- ensuring expanded opportunities for community involvement and continued support for SA Tomorrow.
