SUMMARY:

 

Staff briefing on the SA Tomorrow Comprehensive Plan Year One implementation strategy and schedule consistent with enhanced staffing and funding included within the City's FY 2017 Adopted Budget.

 

BACKGROUND INFORMATION:

 

The adopted SA Tomorrow Comprehensive Plan recommends a series of 5-year implementation phases. Within or before the first five years, or Phase 1, the development of all 13 Regional Center Plans will be completed. Phase 1 also includes the development of a number of Community Plans, annual Neighborhood Summits, and an Implementation Strategy Review and Update in FY 2021 to refine goals prior to Phase 2. 

 

 

ISSUE:

 

Fiscal Year 2017 marks Year One of the first 5-year implementation phase of the SA Tomorrow Comprehensive Plan. The City Council approved additional funding and staffing in the FY2017 Budget to support implementation of the Comprehensive Plan.  $1,510,000 was approved for the development of five of the Regional Center plans and one Community plan, as well as a personnel complement of 1 Planning Coordinator, 3 Senior Planners, 2 Planners, and continued community engagement and marketing efforts.  The specific boundaries of each plan area will be refined during the planning process.

 

Year One Plans include:

                     Medical Center Regional Center Plan

                     Downtown Regional Center Plan

                     UTSA Regional Center Plan

                     Brooks Regional Center Plan

                     Midtown Regional Center Plan

                     Near Westside Community Plan

 

Additional Implementation Efforts

Implementation of SA Tomorrow will include amending the Unified Development Code (UDC), which will involve working with internal and external stakeholders to identify needed amendments. UDC Amendments are being proposed in Year 3 of this implementation phase.

 

The oversight structure created through the SA Tomorrow planning process included the Comprehensive Plan Advisory Group and Steering Committee, as well as an educational component known as the Citizen’s Planning Institute. These groups’ roles will be evaluated during the development of the detailed Comprehensive Plan Implementation Strategy, which is currently underway.

 

The Office of Sustainability is working to evaluate the City’s Dark Sky Ordinance to determine if it should be extended beyond the current military base application. A broad group of stakeholders will be convened to participate in the evaluation and possible update process.

 

The City’s Office of Military Affairs (OMA) has identified the Military Transformation Task Force (MTTF) as an integral partner in the implementation of the Military Element of the Comprehensive Plan.  DPCD will work closely with the MTTF, OMA, Joint Base San Antonio, and other stakeholders to ensure effective implementation of the Military Element goals and policies.
