Fire Pump Controllers

 

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with Advanced Mechanical Systems, Inc. to provide four fire pump controllers, two for the fire sprinkler system and two for the water cannons located at the Alamodome for a total cost of $152,098.00 for the Convention and Sports Facilities Department. Funding is available from the FY2016 Capital Project Budget.

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of two bids received to provide four fire pump controllers, two for the fire alarm sprinkler system and two for the water cannons located at the Alamodome for a total cost of $152,098.00. This purchase also includes a phone application that allows users to remotely monitor the status of the pump controllers. This application will automatically notify the user if there is an existing problem with the pump controllers. The Fire Pump Controllers will be purchased from Advanced Mechanical Systems, Inc. on the basis of a low competitive bid.

 

 

This equipment will be utilized by the Convention and Sports Facilities Department and is dedicated to the operation of fire pumps for the fire sprinkler and water cannon systems at the Alamodome.  The controllers are located within the fire pump room and are designed to control and monitor the fire pumps in case of a fire. These controllers will replace the original and existing equipment which is 23 years old and has reached the end of its operational life. This equipment will be installed by Mulder Fire Protection who is the current contracted vendor that inspects and maintains the fire sprinkler system at the Alamodome.

 

 

 

ISSUE:

 

This contract will provide four fire pump controllers for Convention and Sports Facilities to be placed at the Alamodome. All four fire pump controllers are replacements to the Alamodome’s fire sprinkler and water cannon systems.

 

Life expectancy for these fire pump controllers is 20 years.

 

This equipment has a minimum of one year labor and five year parts warranty. The warranty shall commence from the date the City accepts delivery of the fire pump controllers.

 

This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program.  However, due to the type of commodities/services being procured and value of the contract, no SBEDA tool is available.

 

The recommended award is to the lowest responsive bidder, who is also a local business. Therefore application of the Local Preference Program was not required.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Convention and Sports Facilities would be at risk of an equipment failure that could impact necessary public safety requirements at the Alamodome.

 

 

 

 

FISCAL IMPACT:

 

Funding for replacement equipment to the Alamodome’s fire sprinkler and water cannon systems in the amount of $152,098.00 is available from the FY2016 Capital Project Budget within the Alamodome Improvement and Contingency Fund.

 

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract to purchase four fire pump controllers from Advanced Mechanical Systems, Inc. for a total cost of $152,098.00.

 

This contract was procured on the basis of low bid and a Contracts Disclosure Form is not required.
