Alamodome Metal Detectors

 

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with Garrett Metal Detectors to provide the Convention and Sports Facilities Department with 67 metal detectors and accessories for a one-time cost of $208,668.46.  Funding is available from the Convention and Sports Facilities State Reimbursement Fund. 

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Garrett Metal Detectors to provide the Alamodome with 61 each walk through metal detectors, 6 each ADA compliant metal detectors, 67 each 10 hour integrated battery back-up systems and caster mobility systems, 10 each operational test pieces for training and calibration and onsite technical support for a total one-time cost of $208,668.46. Garrett Metal Detectors will provide shipping, installation, calibration and training at no additional charge.

 

This purchase is made through the General Services Administration (GSA) Advantage Program on Contract No. GS-07F-025DA through a Federal Supply Schedule of the United States General Services Administration per Texas Local Government Code § 271.103.  A cooperative contract was utilized in order to reduce the procurement timeframe and meet the deadline of October 17, 2016 for all units to be delivered and installed as well as training staff on use of the equipment.

 

The metal detectors will be utilized during the Notre Dame vs Army football game scheduled for November 12, 2016 at the Alamodome.  The metal detectors will be placed at all entrances of the Alamodome to provide security and safety for patrons attending the game and future events.  Implementation of the metal detectors will decrease the amount of time for individual security searches compared to the current procedure in place.  Staff provided through the Supplemental Event Public Safety contract will operate this equipment.

 

 

 

 

ISSUE:

 

This contract will provide 61 each walk through metal detectors, 6 each ADA compliant metal detectors, onsite technical support and accessories for Convention and Sports Facilities Department for the Alamodome.  All 67 metal detectors will be new additions to the Alamodome in an effort to help provide additional security and safety.  The caster mobility system and the 10 hour integrated battery back-up system allows for mobility of the metal detectors to be stationed at various locations throughout the Alamodome. 

 

The vendor will be required to deliver, install and calibrate all 67 units by October 17, 2016.  This procurement must be completed before the Notre Dame vs Army football game scheduled for November 12, 2016 in order for the event to be eligible for reimbursement through the State of Texas Events Trust Fund program.

 

These metal detectors have a minimum of a three year warranty for labor and parts.  The warranty shall commence from the date the City accepts delivery of the metal detectors.

 

Life expectancy for these metal detectors is 8 years.

 

This contract is within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Alamodome would not be eligible to utilize the Events Trust Fund program for reimbursement of qualifying expenditures related to hosting the Notre Dame vs Army football game event on November 12, 2016.

 

 

 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Garrett Metal Detectors to provide 67 each metal detectors, accessories and on-site support for use at the Alamodome for a total cost of $208,668.46.  Funding is available from the FY 2016 Convention and Sports Facilities State Reimbursement Fund.  Upon delivery, expenditures will be submitted to the Governor’s Office in anticipation of reimbursement of expenses through the State of Texas Events Trust Fund Program.

 

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract to purchase 67 each metal detectors, onsite support and accessories from Garrett Metal Detectors, Inc. for a total cost of $208,668.46.

 

This contract was procured on the basis of a cooperative purchasing and a Contracts Disclosure Form is not required.
