Briefing and discussion on the FY 2017 Housing Commission Work Plan

 

 

SUMMARY:

 

This item will include a staff briefing and discussion on the proposed Work Plan for the Housing Commission and its subcommittees during FY 2017.

 

 

BACKGROUND INFORMATION:

 

On May 14, 2015, City Council approved a resolution accepting the Mayor’s Task Force on Preserving Dynamic and Diverse Neighborhoods Report and an ordinance establishing the San Antonio Housing Commission to Protect and Preserve Dynamic and Diverse Neighborhoods. The Commission was initially tasked with developing and implementing the five short-term and eight long-term recommendations included in the Task Force Report. The broader charge of the Commission is to be a coordinating body that makes recommendations to City Council on workforce/affordable housing preservation and production as well as policies to minimize displacement and mitigate the effects of neighborhood change.

 

The FY 2016 work plan for the Commission included a timeline for implementing the five short-term and eight long-term recommendations included in the Task Force Report. An initial version of the FY 2016 work plan was presented at the September 22, 2015 Commission meeting. The Commission requested that staff develop and distribute an online survey to allow Commission members to prioritize the recommendations. The FY 2016 work plan was revised based on the results of that survey and approved by the Commission on October 27, 2015.

 

Staff provided an update to the Commission on August 23, 2016 on the tasks in the FY 2016 Work Plan that have been completed as well as those that are in progress, with the understanding that several topics would carry forward to the FY 2017 Work Plan.

 

 

ISSUE:

 

DPCD staff prepared a draft Work Plan for FY 2017 based on input from the Housing Commission during its August 23, 2016 meeting as well as on staff capacity to provide support to the Commission through research and technical analysis.

 

During FY 2017, the Housing Commission will continue to support the planning and implementation of the annual Housing Summit; offer feedback on the Annual Report document; and make recommendations to the City based on the work of the two (2) subcommittees and other housing policy matters relevant to the Commission’s charge.

 

In FY 2017, The Policy and Infrastructure Subcommittee will be primarily responsible for the continued work of the Policy & Program Assessment and the Vulnerability Assessment. The Housing Bond and Funding Subcommittee-which is being renamed the Housing Funding Subcommittee to avoid confusion with the 2017 Community Bond Committee-will be primarily responsible for continuing the work of identifying ongoing funding sources for the creation and preservation of affordable/workforce housing.
