Light Duty Trucks and Vehicles - Compact Sport Utility Vehicles
SUMMARY:
This ordinance authorizes acceptance of a contract with Silsbee Ford to provide five additional compact sport utility vehicles for the San Antonio Fire Department for a total cost of $94,650.90. Funding for this purchase is available from the FY 2017 Fire Department General Fund Budget.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached tabulation of three competitive bids to provide five additional compact sport utility vehicles (SUVs) for a total cost of $94,650.90. These units will be utilized as emergency response/investigative units by San Antonio Fire Department command staff.
On May 19, 2016, City Council approved Ordinance 2016-05-19-0351 which accepted the lowest responsive bid from Grapevine DCJ, LLC for five compact SUVs (Item 42). Subsequently, it was determined that Grapevine DCJ, LLC would not be able to meet the bid requirement of providing daytime running lights on these vehicles. Therefore, the low bid submitted by Grapevine DCJ, LLC for Item 42 is deemed not as specified (NAS) for failing to meet the City's specifications and/or requirements. The contract awarded to Grapevine DCJ, LLC for Item 42 is thereby withdrawn and the purchase order is revised to cancel the order for these units. The contract for item 42 shall be awarded to the lowest responsive bidder, Silsbee Ford.
The Invitation for Bid (IFB) was evaluated based on the published bid specifications. Item 42 for five compact SUVs is recommended for award to the next lowest bidder, Silsbee Ford, who is a non-local business. No local preference was applied since all bidders were non-local.
