SUMMARY:
An Ordinance allocating $110,450.00 in HOME Investment Partnerships Program (HOME) Community Housing Development Organization (CHDO) Operating Expense funds to Habitat for Humanity of San Antonio, Neighborhood Housing Services of San Antonio, Our Casas Resident Council, and San Antonio Youth Housing Development.
BACKGROUND INFORMATION:
Through Ordinance 2015-08-06-0651, City Council approved the FY 2016 HOME Investment Partnerships (HOME) Funding Budget, which provided for $100,000.00 in Community Housing Development Organization (CHDO) Operating Expense funding for certified CHDOs. The remaining FY 2016 uncommitted CHDO Operating Expense funding totals $89,955. Through Ordinance 2016-08-04-0554, City Council approved the FY 2017 HOME Investment Partnerships (HOME) Funding Budget, which provided for $20,495 in Operating Expense funding for certified CHDOs.
ISSUE:
The Department of Planning & Community Development issued a Request for Applications for HOME Investment Partnerships Program (HOME) Community Housing Development Organization (CHDO) Operating Expense funding on August 22, 2016. Applications were due on September 9, 2016. A panel comprised of City executives and managers from the Department of Planning and Community Development evaluated the applications utilizing evaluation and scoring criteria. The evaluation is a two step process with the first step determining if the Applicant met HUD threshold eligibility requirements. Upon a determination of eligibility, the panel further evaluated the applications based on the experience of the nonprofit developer, experience of their development team, the efficient use of HOME funds, and the provision of housing counseling services.
The evaluation panel concluded that all four respondents meet the threshold requirements of the application and CHDO certification. The following award recommendations were made by the evaluation panel.

ALTERNATIVES:
An alternative to appropriating HOME Investment Partnerships Program (HOME) funding set aside for Community Housing Development Organization (CHDO) Operating Expense to the recommended projects would be to reject the recommendations and issue a new Request for Applications for these activities; however, the recommended projects meet the established evaluation criteria. In addition, any other alternative to appropriate funding would delay the timely commitment and expenditure of these federally sourced funds.
FISCAL IMPACT:
This Ordinance authorizes the allocation of $110,450.00 in HOME Investment Partnerships Program (HOME) Community Housing Development Organization (CHDO) Operating Expense funds to Habitat for Humanity of San Antonio for $40,450.00; Neighborhood Housing Services of San Antonio for $30,000.00; Our Casas Resident Council for $25,000.00; and San Antonio Youth Housing Development for $15,000.00. Of the $110,405.00 total allocation, $20,495.00 is provided by FY 2017 HOME CHDO Operating Expense funding and $89,955.00 from FY 2016’s uncommitted CHDO Operating Expense funding. There is no impact to the City’s General Fund.
RECOMMENDATION:
Staff recommends allocating $110,450.00 in FY 2017 HOME Investment Partnerships Funding Community Housing Development Organization Operating Expense funding to Habitat for Humanity of San Antonio for $40,450.00; Neighborhood Housing Services of San Antonio for $30,000.00; Our Casas Resident Council for $25,000.00; and San Antonio Youth Housing Development for $15,000.00.
