SUBJECT:

 

Design Contract Amendment for the Harry Wurzbach at Austin Highway Intersection Improvements Project.

 

 

SUMMARY:

 

An ordinance for the Harry Wurzbach at Austin Highway Intersection Improvements Project, authorizing the execution of an amendment in an amount not to exceed $385,999.68 increasing the contract from $1,450,000.00 to $1,835,999.68, payable to Civil Engineering Consultants (dba Don Durden, Inc.) for additional design and engineering services, including the design of two highway ramps, bus accommodations, sidewalk furnishings, landscaping, and construction phase services, a Alamo Area Metropolitan Planning Organization and Certificates of Obligation funded project, located in Council Districts 2 and 10. This ordinance also reallocates $1,000,000.00 from the Tax Note-funded Base Realignment and Closure (BRAC) Infrastructure Project to the Harry Wurzbach at Austin Highway Intersection Improvements Project.

 

 

BACKGROUND INFORMATION:

 

Project Background

A Preliminary Engineering Report (PER) and schematic were prepared for the Harry Wurzbach TAPS Memorial Boulevard in 2013 that presented a plan to improve mobility along the Harry Wurzbach corridor from Fort Sam Houston to Loop 410.  Currently, there is no connectivity between Harry Wurzbach and Austin Highway.

 

The Harry Wurzbach at Austin Highway Intersection Improvements Project is an approved Alamo Area Metropolitan Planning Organization and Certificates of Obligation-funded project. Currently, Harry Wurzbach runs under Austin Highway. The Project is being designed into a Single Point Urban Interchange (SPUI) and will include construction of four ramps from Harry Wurzbach to Austin Highway. The Project will construct curbs, sidewalks, a shared-use path, and driveways. The project involves roadway illumination, reconstruction and removal of driveways, traffic signal improvements, bridge widening, retaining walls, utility adjustments/relocations, and striping.  The purpose of the Project is to enhance connectivity between Harry Wurzbach and Austin Highway.

 

This Project is in coordination with the Texas Department of Transportation (TxDOT).  It is a Local Agency Managed (LAM) project through which the City of San Antonio, as the local agency, will manage the design and construction of the Project.  Eighty percent of the funding will be Federal funds administered by TxDOT.

 

The balance of the remaining funds will be used for design, construction, and project management.

 

Previous Council Action

On May 7, 2015, City Council approved a previously executed contract with Civil Engineering Consultants (dba Don Durden, Inc.) in the amount not to exceed $1,450,000.00 through Ordinance 2015-05-07-0367. This amendment will increase the contract by $385,999.68 to a total contract amount of $1,835,999.68

ISSUE:

 

This ordinance for the Harry Wurzbach at Austin Highway Intersection Improvements Project, authorizes the execution of an amendment in an amount not to exceed $385,999.68 increasing the contract from $1,450,000.00 to $1,835,999.68, payable to Civil Engineering Consultants (dba Don Durden, Inc.) for additional design and engineering services, including the design of two highway ramps, bus accommodations, sidewalk furnishings, landscaping, and construction phase services, a Alamo Area Metropolitan Planning Organization and Certificates of Obligation funded project, located in Council Districts 2 and 10. This ordinance also reallocates $1,000,000.00 from the Tax Note-funded BRAC Infrastructure Project to the Harry Wurzbach at Austin Highway Intersection Improvements Project.

 

Currently Harry Wurzbach Road goes under Austin Highway. The Project is being designed into a Single Point Urban Interchange (SPUI) and will alleviate a high volume of traffic and enhance connectivity between Harry Wurzbach and Austin Highway with the construction of four ramps from Harry Wurzbach to Austin Highway. The Project will construct curbs, sidewalks, a shared-use path and driveways. The Project will involve roadway illumination, reconstruction and removal of driveways, traffic signal improvements, bridge widening, retaining walls, utility adjustments/relocations and striping.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve these additional design and engineering services and move forward with the current design, which is only half of the total ramps needed; however this would adversely affect the intent to transform Harry Wurzbach and Austin Highway into a Single Point Urban Interchange (SPUI) intended to enhance the connectivity between Harry Wurzbach and Austin Highway and continue to negatively impact businesses and daily transportation.

 

 

FISCAL IMPACT:

 

This ordinance approves one-time capital improvement expenditure in the amount of $385,999.68, payable to Civil Engineering Consultants (dba, Don Durden, Inc.). Funds of $1,000,000.00 are being reallocated from the Tax Note-funded BRAC Infrastructure Project to the Harry Wurzbach at Austin Highway Intersection Improvements Project. The balance of the remaining funds will be used for design, construction, and project management. Funds for this amendment are included in the 2016-2021 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing the execution of an amendment in an amount not to exceed $385,999.68, increasing the contract from $1,450,000.00 to $1,835,999.68 payable to Civil Engineering Consultants (dba Don Durden, Inc.) for the Harry Wurzbach at Austin Highway Intersection Improvements Project.
