SUBJECT:

 

WellMed Senior Health Services Contract Award

 

SUMMARY:

 

This ordinance authorizes the execution of a contract with WellMed Medical Management Inc. to provide health and wellness related services at no cost to residents age 60 and older attending various senior centers for the period of October 1, 2016 to September 30, 2021 with two (2) one-year renewal options. This ordinance also authorizes the Director of the Department of Human Services to negotiate and execute amendments to the agreement due to changing Senior Center needs.

 

BACKGROUND INFORMATION:

 

The City of San Antonio’s Department of Human Services (DHS) offers comprehensive services to assist older adults age 60 and over to remain in their own homes, to maintain their independence, and to improve their quality of life. DHS delivers aging programs through public and private partnerships with agencies in the community. To enable dedicated health services at the senior centers, DHS contracts with medical service providers to offer free health services to all seniors attending the senior centers. The health providers establish and provide dedicated health services on a daily basis at Senior Comprehensive Centers, Senior Part-time Nutrition Centers, and Vendor/Volunteer Nutrition Sites.

 

Through a Request for Proposal (RFP) process released July 18, 2016, the City requested proposals from respondents qualified to establish and operate health related services on a daily basis. Two proposals were received by the August 9, 2016 deadline. One proposal was incomplete and deemed non-responsive. As a result, the single proposal was submitted to the Evaluation Committee for consideration. The five-member Evaluation Committee included representatives from DHS and Alamo Area Council of Governments. The Respondent was evaluated based on their qualifications, experience, and quality of service, reference review, proposed plan and price schedule. WellMed Medical Management Inc., the selected Respondent by consensus, will provide dedicated health-related services at no cost to all eligible participants in nine Comprehensive Senior centers and forty-nine part-time nutrition sites. WellMed Medical Management is currently providing services at these locations and will expand to the new South Side Lions Senior Center scheduled to open in January 2017.

Services offered through WellMed Medical Management Inc. will include health screening services, which will proactively address chronic conditions and provide acute care to clients. Core services include free medical and dental daily services for seniors at comprehensive senior centers, such as health risk assessments and screenings, health education/prevention classes, immunizations, vision and hearing screenings, oral health evaluations provided by a dentist, and preventive oral health services. Preventive care programs implemented at these centers will serve to improve the quality of life of seniors while decreasing annual health care costs.

 

 

ISSUE:

 

This action authorizes DHS to enter into a contractual agreement with WellMed Medical Management Inc. for the period October 1, 2016 through September 30, 2021 with two one-year renewal options without the necessity of further City Council approval, to provide dedicated health services, medical screenings and dental services. These services are at no cost to seniors attending activities at City Comprehensive and Senior part-time nutrition centers. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small and Minority/ Women-Owned Business Enterprise Prime Contract Program with twenty (20) evaluation preference points.

 

The Local Preference Program was applied in the RFP, the recommended Respondent has local office in the San Antonio City limits.

 

The Veteran-Owned Small Business Preference Program was applied in the RFP; however, the recommended Respondent is not veteran-owned small business.

 

ALTERNATIVES:

 

An alternative to accepting the contract would require DHS to re-solicit for a health related services provider and may potentially interrupt the provision of preventative health care services to seniors.

 

FISCAL IMPACT:

 

There is no fiscal impact to the General Fund as a result of the ordinance.  The contract is a non-financial agreement for services.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance for the continuation of health related services such as medical screenings and dental services for seniors at no cost to the City or seniors.

 

This contract is procured by means of Request for Proposals and the Contracts Disclosure Form is attached.
