Briefing on and possible Commission approval of the FY 2017 Housing Commission Work Plan

 

 

SUMMARY:

 

This item includes a staff briefing and possible Commission action on the updated draft of the FY 2017 Housing Commission Work Plan

 

 

BACKGROUND INFORMATION:

 

On May 14, 2015, City Council approved a resolution accepting the Mayor’s Task Force on Preserving Dynamic and Diverse Neighborhoods Report and an ordinance establishing the San Antonio Housing Commission to Protect and Preserve Dynamic and Diverse Neighborhoods. The Commission was initially tasked with developing and implementing the five short-term and eight long-term recommendations included in the Task Force Report. The broader charge of the Commission is to be a coordinating body that makes recommendations to City Council on workforce/affordable housing preservation and production as well as policies to minimize displacement and mitigate the effects of neighborhood change.

 

The FY 2016 Work Plan for the Commission included a timeline for implementing the five short-term and eight long-term recommendations included in the Task Force Report, and the Plan was approved by the Commission on October 27, 2015.

 

Staff provided an update to the Commission on August 23, 2016 on the tasks in the FY 2016 Work Plan that have been completed as well as those that are in progress with the understanding that several topics would carry forward to the FY 2017 Work Plan. A draft of the FY 2017 Work Plan was presented to the Commission on September 27, 2016.

 

 

ISSUE:

 

Department of Planning and Community Development staff prepared a draft Work Plan for FY 2017 based on input from the Housing Commission during its August 23, 2016 meeting as well as on staff capacity to provide support to the Commission through research and technical analysis. During the September 27, 2016 meeting, Commission members suggested revisions to the draft which have been incorporated to the extent possible.

 

This item will allow the Commission to consider the revised FY 2017 Work Plan and potentially approve it during the meeting.

 

During FY 2017, the Housing Commission will continue to support the planning and implementation of the annual Housing Summit; offer feedback on the Annual Report document; and make recommendations to the City based on the work of the two subcommittees and other housing policy matters relevant to the Commission’s charge.

 

In FY 2017, The Policy and Infrastructure Subcommittee will be primarily responsible for the continued work of the Policy & Program Assessment and the Vulnerability Assessment. The Housing Funding Subcommittee will be primarily responsible for continuing the work of identifying ongoing funding sources for the creation and preservation of affordable/workforce housing.

 

 

ALTERNATIVES:

 

The Housing Commission may make further edits to the proposed FY 2017 Housing Commission Work Plan or may elect not to take action on the Work Plan at this time.

RECOMMENDATION:

 

Staff recommends Housing Commission approval of the FY 2017 Housing Commission Work Plan.
