SUBJECT:

Police Motorcycles


SUMMARY:

This ordinance authorizes acceptance of the offer from Kent Powersports to provide 11 replacement police motorcycles for a total cost of $263,989.00. Funding for this purchase is available from the Equipment Renewal and Replacement Fund (ERRF).



BACKGROUND INFORMATION:

Submitted for City Council consideration and action is offer submitted by Kent Powersports to provide 11 replacement 2016 Honda GL18HPMG Goldwing Police Motorcycles for a total cost of $263,989.00. There are currently 26 motorcycles in the City's fleet.

Through extensive testing and evaluation, the SAPD and San Antonio Police Officers' (SAPOA) Labor Relations Committee (LRC) unanimously chose the Honda GL18HPMG Goldwing Motorcycle. The LRC reviews equipment requirements in support of law enforcement operations. The patrol units are replaced at 36 months in accordance with the Collective Bargaining Agreement (CBA). The proposed recommendation complies with all requirements as set forth in the CBA. The recommendation to purchase Honda GL18HPMG Goldwing Motorcycles was first presented to the Public Safety Council Committee on October 24, 2012.

These motorcycles will be utilized by the Police Department and will provide vital support to public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas.



ISSUE:

This contract will provide the Police Department with 11 replacement units to the City's fleet. The replacement of these units is consistent with the City's Equipment Replacement and Renewal Fund (ERRF) program. These motorcycles are being purchased utilizing a Public Health or Safety exemption from competitive bidding. However, offers were solicited from multiple Honda dealerships.

The life expectancy for these units is 36 months. These units have a three-year unlimited-mileage limited warranty.
