SUBJECT: Fiber Deployment Update


SUMMARY:

City staff will provide a briefing on the fiber deployment occurring in San Antonio. This briefing will include an update on fiber deployment, proposed communications enhancements, the development of the FY 2017 Fiber Deployment Management Team and accomplishments to date.


BACKGROUND INFORMATION:

In the spring of 2014, City Council approved ordinances authorizing lease agreements with Google Fiber Texas and AT&T for the use of City property for the installation of prefabricated communications equipment shelters to serve as networks nodes for the deployment of a city-wide fiber optic network. On August 5, 2015 Google Fiber announced that they would officially build a fiber-to-the-home network in San Antonio. On September 21, 2015, AT&T announced that their new high speed services would be available to select locations. In April of 2016, Google started construction on their one gigabit network with an anticipated four to five year build out. Both agencies continue to construct their infrastructure networks in San Antonio.

On July 22, 2016, City Management appointed a fiber deployment team within the Transportation and Capital Improvements (TCI) Department. As part of the FY 2017 adopted budget, City Council formally approved the creation of a Fiber Deployment Management Team. This team has the responsibility to ensure coordination of the right-of-way permitting process, provide right-of-way inspections, research and propose recommendations on alternative fiber installation methods to reduce impacts to existing utilities, and enhance communication between the public, City Council Offices, City Departments, SAWS, CPS and other stakeholders.
