The Transportation & Capital Improvements Department will provide a post-solicitation briefing on Request for Qualifications for CMR Services for Early Works Utilities Infrastructure HemisFair Civic Park project, which was added as an individual item to the Annual High Profile Report.

City has selected one qualified firm that City feels has the experience in managing construction projects of similar size, scope and complexity and can effectively manage the challenges of a downtown construction project.  The approximate ten (10) acre site will include future Public/Private Partnership developments on the edges of the park that will function seamlessly with Civic Park at the center, comprised of approximately seven (7) of the ten total acres.  Civic Park will be the second round of development at HemisFair and will act as the centerpiece for supporting the goal of establishing a world-class urban park surrounded by a vibrant mixed-use neighborhood adding real value to all citizens of San Antonio.

A Request for Qualifications was released on August 24, 2016.  This RFQ was advertised in the San Antonio Hart Beat, on the City’s website and the Texas Electronic State Business Daily.  Responses were due on September 23, 2016 and six (6) firms were responsive.  A selection committee, consisting of representatives from City Manager’s Office, Transportation and Capital Improvements, HPARC, and the Parks & Recreation departments evaluated, scored and ranked the submissions.  Scoring is based on the published evaluation criteria, which included Evaluation of Experience and Qualifications of the Prime Firm, Key Sub-Contractors and Key Personnel, Team's Experience with San Antonio Region issues, Team’s Experience with utility companies, past experience with City of San Antonio contracts, Proposed Fees, and participation in the SBE Prime Contractor Program.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small Business Enterprise (SBE) Prime Contract Program with twenty (20) evaluation preference points and 19% Minority/Women Owned Business Enterprise (M/WBE) Subcontracting Program, of which 3% is to be subcontracted to African American Business Enterprise (AABE) firms.

This item is tentatively scheduled for Council consideration in December 2016.
