SUBJECT:

 

Disposition:  Closure of Snell Drive Public Right of Way located at Ackerman Road

 

 

SUMMARY:

 

A resolution closing, vacating and abandoning 1.000 acre of Snell Drive Public Right of Way, located at Ackerman Road, in Council District 2, as requested by Manheim Remarketing, Inc., for a fee of $31,150.00.

 

 

BACKGROUND INFORMATION:

 

Petitioner is requesting the closure, vacation and abandonment of Snell Drive Public Right of Way as shown on attached Exhibit A.  The proposed closure is 1.000 acre (43,543 sq. ft.), which mainly serves Manheim Remarketing, the Petitioner.  The only other abutting property owner has consented to the abandonment.  If approved, the Right of Way will be incorporated and combined with the Petitioner’s property for use as surface parking.

 

 

ISSUE:

 

This ordinance will close, vacate and abandon 1.000 acre of Snell Drive Public Right of Way, located at Ackerman Road, in Council District 2, as requested by Manheim Remarketing, Inc., for a fee of $31,150.00.

 

Petitioner is requesting the closure, vacation and abandonment of Snell Drive Public Right of Way as shown on attached Exhibit A.  The proposed closure is 1.000 acre (43,543 sq. ft.), which mainly serves Manheim Remarketing, the Petitioner.  The only other abutting property owner has consented to the abandonment.  If approved, the Right of Way will be incorporated and combined with the Petitioner’s property for use as surface parking.

 

This action is consistent with City Code and Ordinances, which require Planning Commission/City Council approval for the sale or disposition of City-owned or controlled real property.

 

 

ALTERNATIVES:

 

Planning Commission could choose not to approve this request; however, doing so would continue the City’s obligation for maintenance.

 

 

FISCAL IMPACT:

 

The property value was assessed at $31,150.00, utilizing Bexar Appraisal District assessed land values as provided by Chapter 37, Section 2(g)(2) of the City Code.  This revenue will be deposited into the General Fund in accordance with the FY 2017 Adopted Budget.

 

Also, the property will be placed on the tax rolls, generating revenue for the City of San Antonio and other taxing entities.

 

 

RECOMMENDATION:

 

Staff recommends approval of this request to close, vacate and abandon an alley portion Public Right of Way, in Council District 2.
