SUBJECT:

 

Police Services Agreement between Centro San Antonio and the City of San Antonio.

 

 

SUMMARY:

 

This ordinance authorizes an agreement between the City of San Antonio (City) and Centro San Antonio (Centro) to provide certain police services within the Downtown Public Improvement District (PID).

 

 

BACKGROUND INFORMATION:

 

The City contracts with Centro, a non-profit corporation, to manage services within the PID.  Centro provides supplemental core services within the PID.  Public safety and security was one of the supplemental core services Centro proposed to the City on September 1, 2016.  

 

Centro will supplement overtime pay for two San Antonio Police Department (SAPD) officers, who will work two hours each morning, seven days a week in the PID.  SAPD will consult with Centro in determining where, within the PID, officers will be assigned during a shift, but the decision where to assign the officers ultimately rests with SAPD.

 

The agreement is for one year, with two one-year extensions at the discretion of Centro.  Centro will pay up to $76,500.00 per year for the supplemental services. 

 

 

ISSUE:

 

Centro wishes to extend the existing patrol schedule within the PID by expanding it for two hours each morning in areas where there is a perceived lack of sufficient security by entering into an agreement with the City to supplement the cost of overtime pay for two SAPD officers. 

 

 

ALTERNATIVES:

 

Denial of the ordinance may result in downtown property owners looking to the City to fund the enhanced services.

 

 

FISCAL IMPACT:

 

There will be no fiscal impact to the City, as Centro will reimburse the City for the increased patrols.  

 

 

RECOMMENDATION:

 

Staff recommends approval of the agreement between the City and Centro to supplement patrols in the PID.
