SUBJECT:

An Interlocal Agreement between the City of San Antonio and the City of Converse for first responder services.



SUMMARY:

This ordinance authorizes an Interlocal Agreement between the City of San Antonio and the City of Converse for a period of three months, with the option to extend for as many as three (3), three-month terms, under the same terms and conditions as established, upon the mutual agreement of the parties until the time a long-term agreement is negotiated. This agreement is a result of extended negotiations on a possible boundary adjustment in return for continued first responder service to an outlying area inside the incorporated city limits of San Antonio.



BACKGROUND INFORMATION:

In November of 2006, the City of San Antonio entered into an Interlocal Agreement for automatic aid with the City of Converse for the City of Converse to provide automatic aid first responder services to an outlying area inside the incorporated city limits of San Antonio. In exchange for service, the City of San Antonio authorized a boundary adjustment which would allow the City of Converse to annex the area released. The term of this agreement was for ten years, with five two-year extensions allowed. The initial period of the agreement concludes November 30, 2016. The City of Converse has now requested additional compensation.



ISSUE:

Officials from the City of San Antonio and the City of Converse have been in negotiations regarding possible further boundary adjustments in compensation. In an effort to avoid an interruption in service while negotiations continue, the City of San Antonio and the City of Converse have agreed to a short-term Interlocal Agreement based on a per-call-fee for a period of three months.
