SUBJECT:

 

La Cantera Pkwy  Improvements Project (between IH-10 and Interstate Loop -1604)

 

 

SUMMARY:

Consideration of the following two items with USAA Realco to facilitate the installation/construction of various infrastructure improvements along La Cantera Parkway:

 

(A.)                     An ordinance authorizing a permit for the installation of sign(s) within La Cantera Pkwy, public right of way between IH-10 and Loop 1604 in Council District 8, as requested by USAA Realco for a fee of $500.00; and waiving applicable sections of Chapter 28 and Chapter 37 of the City Code

 

(B.)                     An ordinance authorizing the negotiation and execution of a Funding Agreement with USAA Realco and providing funds up to 50% of the cost not to exceed $600,000 for the resurfacing of La Cantera Parkway between IH-10 and Loop 1604. 

 

 

BACKGROUND INFORMATION:

 

USAA Realco, Petitioner, is requesting a permit (10-year term) for the installation and maintenance of wayfinding signs within La Cantera Pkwy in the locations shown on attached Exhibit A. The Petitioner owns abutting property along the street, including the Shops at La Cantera. The Petitioner would like to replace and add new signage that would conform to the existing aesthetic as well as better serve residents and visitors locate their destinations through easy to read wayfinding.

 

In addition, USAA  Realco is willing to partner with the City to provide funding up to 50% for the mill & overlay of La Cantera Parkway between IH-10 and Loop 1604. The pavement surface has degraded and is in need of repair. These improvements were identified and programmed as part of the FY 2017-2022 Capital Improvement Program Budget.

 

This agreement will be executed in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, the Goal Setting Committee has set a 3% Minority and/or Women-Owned Business Enterprise subcontracting goal on this project.

 

ISSUE:

 

Consideration of the following two items with USAA Realco to facilitate the installation/construction of various infrastructure improvements along La Cantera Parkway:

 

(A.)                     An ordinance to authorize a permit for the installation of signs within La Cantera Pkwy, public right of way between IH-10 and Loop 1604 in Council District 8, as requested by USAA Realco for a fee of $500.00; and waiving applicable sections of Chapter 28 and Chapter 37 of the City Code.

 

USAA Realco, Petitioner, is requesting a permit (10-year term) for the installation and maintenance of wayfinding signs within La Cantera Pkwy in the locations shown on attached Exhibit A. The Petitioner owns abutting property along the street, including the Shops at La Cantera. The petitioner would like to replace and add new signage that would conform to the existing aesthetic as well as better serve residents and visitors locate their destinations through easy to read wayfinding. A total of 70 signs are being proposed, 66 being replaced, while 14 new signs are being added.

 

An ordinance authorizing the negotiation and execution of a Funding Agreement with USAA Realco and providing funds up to 50% of the cost not to exceed $600,000 for the mill & overlay of La Cantera Parkway between IH-10 and Loop 1604.

(B.)                     

 

The pavement surface has degraded and is in need of repair. These improvements were identified and programmed as part of the FY 2017-2022 Capital Improvement Program Budget. This ordinance will authorize the provision of funds to USAA Realco to retain a contractor to resurface the street, while City staff provides inspection services to ensure that the project is completed in accordance with the City’s standards and specifications. This funding mechanism will enable USAA Realco to manage the communication with all the critical stakeholders at the Shops at La Cantera and ensure that the work is timed and executed in a manner that is least impactful to all in the area

 

 

 

ALTERNATIVES:

 

(A.)                     City Council could choose not to approve this request; however, allowing the petitioner to install and maintain the signage (including the costs associated with them) will alleviate city funds along this roadway while providing aesthetically improved signage.

 

(B.)                     Furthermore, if the provision of funds for the roadway resurfacing is not approved, the City would miss an opportunity for the joint funding of the required improvements and would need to construct it at a later date, at a greater cost because of further degradation of the roadway and may not even have a partner in USAA Realco to share those costs.

 

 

FISCAL IMPACT:

 

(A.)                     For the Signage installation, the required permit fee is $500.00 as provided by Chapter 37, Section 22 of the City Code.  This revenue will be deposited into the General Fund in accordance with the FY 2017 Adopted Budget.

 

(B.)                     It is estimated that the cost of the roadway resurfacing will not exceed $1.2 million. USAA Realco and the City will each share half the cost of the improvements. The City’s share of $600,000.00 is being funded from 2017 Certificates of Obligation and is included in the FY 2017-2022 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of:

 

(A.)                      An Ordinance authorizing a permit for the installation of sign(s) within La Cantera Pkwy, public right of way, between IH-10 and Loop 1604.

 

(B.)                     An ordinance authorizing the execution of an Advanced Funding Agreement with USAA  Realco and providing funds up to 50% of the cost not to exceed $600,000 for the resurfacing of La Cantera Parkway between IH-10 and Loop 1604
