SUBJECT: Disposition: ROW Closure (an unimproved portion of an alley at Kalteyer Street)


SUMMARY:

An ordinance authorizing the closure, vacation and abandonment of a 0.038 acre of an unimproved remainder of a 16 foot alley at Kalteyer Street between Mitchell Street and Felisa Street in NCB 3975 for a fee of $3,029.00, in Council District 3 as requested by 210 Development Group, LLC.


BACKGROUND INFORMATION:

The Archbishop of San Antonio owns a 12.15-acre parcel which includes Mission Concepci?n and the old St. John's Seminary School campus. The campus initially served as a school (theology studies), then as a boarding high school through 1970. When the boarding school closed, the campus was used for a substance abuse program which stopped operating in 2011. Since that time, the campus has been vacant and has deteriorated from neglect and vandalism.

The Archbishop of San Antonio selected 210 Development Group, LLC to redevelop the site into a residential development. An amendment to the land use plan and zoning were approved in 2015. The Historic and Design Review Commission approved the final redevelopment plan and issued a Certificate of Appropriateness in August, 2016. Permitting and archaeological digs are scheduled the first quarter of 2017 in coordination with the City's Historic Preservation Office and Texas Historical Commission. Once completed, construction will begin on 230 apartments. Drossaerts Hall, St. Mary's Hall and Margil Hall have been identified as historic, and will be restored as part of the redevelopment. The Chapel and St. Joseph's Hall will be restored and retained by the Archdiocese for office space and events. The project is expected to be completed in 20 months at a proposed level of investment of approximately $30 million.
