SUBJECT:

 

Ratification of Purchase with Applied Concepts, Inc. for SAPD Stalker Radar Packages for patrol vehicles and motorcycles.

 

 

SUMMARY:

 

This ordinance ratifies the purchase of 18 Stalker radar packages through Applied Concepts, Inc. under H-GAC contract #EF04-15 in the amount of $61,775.40.  The SAPD Traffic Division purchased the radar systems through a state cooperative agreement as authorized under Texas Local Government Code 271.102, which satisfies the legal requirement to seek competitive bids. Funds are available from the FY 2017 Police Adopted General Fund Budget.

 

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is the ratification of the purchase of 18 Stalker radar packages consisting of 12 radar packages for SAPD patrol vehicles and 6 radar packages for Honda ST1300 motorcycles for the SAPD Traffic Division.  The purchase was made through a state cooperative agreement with the Houston-Galveston Area Council of Governments cooperative program, passed in resolution 96-41-48 dated 10/10/1996, as authorized under Texas Local Government Code 271.102, which satisfies the legal requirement to seek competitive bids.  The SAPD Traffic Division received two quotes from Applied Concepts, Inc. for 18 Stalker radar packages on June 20, 2016.

 

The Traffic Division currently has a fleet of 66 marked emergency vehicles and an additional 26 marked police motorcycles which are outfitted with radar systems covered by a three year manufacturer’s warranty.  The initial upgrading of all Traffic Division radars was accomplished at a cost of approximately $240,000 via Asset Seizure funds and other budgeted funding.  SAPD Traffic Division proposes to annually replace aged radars as warranties expire.  Implementation of the proposal to upgrade radars is based on 20% of inventory per year to minimize repair costs.  Funds are available from the FY 2017 Police Adopted General Fund Budget.

 

 

ISSUE:

 

This ordinance will ratify the purchase of 18 radar packages for patrol vehicles and motorcycles for the SAPD Traffic Division to replace aged radars with expiring warranties.

 

This purchase is an exception to the Small Business Economic Development Advocacy (SBEDA) and Local Preference Programs.

 

This purchase is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Approval of this ordinance is necessary to process payment in the amount of $61,775.40 for radar equipment previously ordered, received and installed by the Traffic Division.

 

 

FISCAL IMPACT:

 

This ordinance ratifies the purchase of 18 radar packages in the amount of $61,775.40 to Applied Concepts Incorporated. Funds are available from the FY 2017 General Fund Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of the ratification of the purchase of 12 radar packages for SAPD patrol vehicles and 6 radar packages for Honda motorcycles for the SAPD Traffic Division in the amount of $61,775.40 to replace aged radars with new units to enable the Traffic Division to provide traffic enforcement.

 

This purchase was made through a cooperative agreement and a Contracts Disclosure Form is not required.
