Aggressive Driving Program Vehicles

 

 

SUMMARY:

 

This ordinance authorizes a contract with Grapevine DCJ, LLC and Jordan Ford to provide the City of San Antonio with 10 replacement vehicles for a total of $229,466.00.   Funding for this purchase is available from the Equipment Renewal and Replacement Fund (ERRF).

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of six offers submitted by Brasada Ford LTD, dba Northside Ford, Cowboy Dodge, Grapevine DCJ, LLC, Jim Bass Ford, Jordan Ford and Silsbee Ford to provide the Police Department with 10 police vehicles.  These replacement vehicles are part of a continuing effort with the Federal Motor Carrier Safety Administration initiatives to combat aggressive driving behaviors of both passenger and commercial motor vehicle drivers.  The vehicles being purchased are replacing existing program vehicles and will be funded through the City of San Antonio’s Equipment Renewal and Replacement Fund (ERRF) for a total cost of $229,466.00.

 

The vehicles to be purchased are replacing eight Dodge Chargers and two Ford Mustangs with the same make and model vehicles.  There are currently 18 specialty patrol vehicles dedicated to this program.

 

 

The purpose of the Aggressive Driving Program is to allow the Police Department to actively enforce traffic law violations and seek out aggressive motorists who, by the nature of their driving, pose a threat to other motorists on the roadway.  The Police Aggressive Driving Vehicles are replaced at 70,000 miles in accordance with the Collective Bargaining Agreement (CBA).  The proposed recommendation complies with all requirements as set forth in the Collective Bargaining Agreement.   These vehicles will be purchased utilizing a public health or safety exemption.

 

 

ISSUE:

 

These contracts will provide 10 replacement Police Aggressive Driving Program Vehicles to the City’s fleet.  These vehicles will consist of eight Dodge Chargers and two Ford Mustangs that will be utilized by the San Antonio Police Department’s Aggressive Driver Program and routine law enforcement services.  Purchase of these units will provide support of public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas.

 

The Dodge Chargers are covered by a 3 year/36,000 mile bumper-to-bumper coverage warranty and a 5 year/100,000 mile powertrain warranty.  The Ford Mustangs are covered by a 3 year/36,000 mile bumper-to-bumper coverage warranty and a 5 year/60,000 mile powertrain warranty.

 

In accordance with the Local Preference Program for Item 1, there were no bids submitted from local bidders for this contract, therefore the Local Preference Program was not applied.  In accordance with the LPP, Item 2 is recommended for award to Jordan Ford which is local business that is 0.51% higher in price than the non-local bidder, Silsbee Ford.  The LPP award will result in an additional cost to the City of $233.72.

 

Due to the lack of small, minority, and/or women businesses available to provide these goods, the SBEDA Program did not apply to this solicitation.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

The current Police Aggressive Driving Program Vehicles scheduled for replacement have met or will meet their age and or mileage requirement cycles before they are replaced.  The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the vehicles incurring higher maintenance cost as a result of age or high mileage.  This could impact the City’s ability to provide essential services to the residents of San Antonio.

 

 

FISCAL IMPACT:

 

The purchase of these Police Aggressive Driving Program Vehicles is for a total cost of $229,466.00 and will be funded from the ERRF. 

 

 

RECOMMENDATION:

 

Staff recommends the approval of contracts with Grapevine DCJ, LLC in the amount of $183,080.00 and Jordan Ford in the amount of $46,386.00 for the total of $229,466.00.

 

These contracts were procured on the basis of a Public Health or Safety exemption and a Contracts Disclosure Form is not required.
