Naming of New Pavilion at Panther Springs Park to Dan Parman Pavilion

 

 

SUMMARY:

 

This ordinance authorizes the naming of the new pavilion at Panther Springs Park to Dan Parman Pavilion located at 22635 Wilderness Oak Road in Council District 9.

 

 

BACKGROUND INFORMATION:

 

Robert Herrera submitted a request on behalf of the Wilderness Oak Alliance to name the new pavilion located at the entrance of the trailheads at Panther Springs Park entrance to Dan Parman Pavilion located at 22635 Wilderness Oak Road. 

 

The naming of the new pavilion will recognize the philanthropy of Mr. Dan Parman who generously donated tracts of land to enable the opening of this new City park as well as the very generous donation of the pavilion itself.  This would also be a small token of appreciation for all that Mr. Parman has done to enable the opening of the park. 

 

Staff followed the naming process in accordance with Ordinance No. 2011-03-31-0239.  A committee was established to hold a public hearing on this proposal.  The committee consisted of Mike Wilkinson, Community Representative selected by Councilman Joe Krier, District 9 and Nikki Ramos, Assistant Director of the Parks and Recreation Department.  Notice of the public hearing was advertised twice in the San Antonio Express-News, La Prensa, and The Rivard Report.  It was also posted on the City of San Antonio Parks and Recreation website and a media release was distributed.  Direct notification was mailed to six hundred twenty three (623) residents and businesses within a six-hundred (600) foot radius of this public park.  The Department received thirteen (13) notices in favor of the proposed naming and none in opposition by mail and one (1) notice at the public hearing in favor of the naming.

 

The public hearing was held on Monday, December 12, 2016, at 6:00 p.m. at the Parman Branch Library at Stone Oak.  Two (2) members of the public attended the public hearing and both supported the naming. 

 

After public input was received on the proposed name, the committee concurred to recommend to the City Council that the naming of the new pavilion at Panther Springs Park located at 22635 Wilderness Oak Road be named Dan Parman Pavilion.

 

 

ISSUE:

 

This ordinance authorizes the naming of the new pavilion at Panther Springs Park located at 22635 Wilderness Oak Road to the Dan Parman Pavilion.  This action is consistent with the City’s “Naming of City Facilities and Streets” ordinance.

 

 

ALTERNATIVES:

 

The City Council may elect not to name the new pavilion at Panther Springs Park to the Dan Parman Pavilion, and allow it to be unnamed.

 

 

FISCAL IMPACT:

 

There is no General Fund impact associated with this action.

 

 

RECOMMENDATION:

 

Staff recommends approval of the naming of the new pavilion at Panther Springs Park to the Dan Parman Pavilion.
