SUBJECT: 2016 Complex Terrorism Attack Grant



SUMMARY:

This ordinance authorizes the City of San Antonio Office of Emergency Management (SAOEM) to apply for, accept, and appropriate, upon award, up to $2,500,000.00 from the 2016 Complex Coordinated Terrorist Attacks (CCTA) grant. This ordinance also authorizes a total personnel complement of 4 positions.


BACKGROUND INFORMATION:

The Department of Homeland Security (DHS) 2016 grant program to prepare communities for Complex Coordinated Terrorist Attacks (CCTA) provides funding to local jurisdictions to improve their ability to prepare for, prevent, and respond to complex coordinated terrorist attacks in collaboration with the whole community. 25-30 projects capped at $2.5M will be awarded totaling $35,940,000 with a performance period of three years. Grant funds can only be used for personnel cost, planning, or training activities. Large equipment and vehicle purchases are not allowable. Application deadline is February 10, 2107.

In June 2016, DHS released information of the pending CCTA grant applications and that communities interested in applying should begin preparing. The San Antonio Office of Emergency Management (SAOEM) coordinated numerous meetings with SAPD and SAFD leadership to discuss potential project goals and objectives. In addition, SAOEM also coordinated with regional, state, and federal partners such as the Alamo Area Council of Governments (AACOG) Regional Preparedness Advisory Committee (REPAC), the Alamo Area Police Chief's Association (AAPCA), the Alamo Area Fire Chief's Association (AAFCA), the Office of the Governor, and FEMA Region VI. During these coordination meetings, SAOEM developed a proposed budget and plan for applying for and implementing this grant program.
