Sports License Agreement with Towne & Country Optimist Little League

 

 

SUMMARY:

 

This ordinance authorizes the execution of a Sports License Agreement with Towne & Country Optimist Little League for use and maintenance of four (4) sports fields and concession building at Olmos Basin Park located in Council District 1 for a five year term beginning February 1, 2017, and ending January 31, 2022; no City funds are associated with this action.

 

 

BACKGROUND INFORMATION:

 

Towne & Country Optimist Little League (TCOLL) have utilized sports fields at Olmos Basin Park for organized youth baseball programming for more than fifty (50) years, and has contracted with the City for use of these premises since 1970 for the benefit of nearly 400 area youth each year.  In lieu of rent, TCOLL has conducted annual maintenance through a long-term Sports License Agreement and has made capital improvements to the premises.  TCOLL’s current Agreement is expiring and the five-year term of the new License Agreement will commence on February 1, 2017, and expire on January 31, 2022. The proposed new long-term agreement will allow for the continued use and maintenance of the fields for youth sports programming.

 

Under the terms of the proposed Sports License Agreement, TCOLL will have priority use of four (4) sports fields and concession building located at Olmos Basin Park, and will be permitted to operate concessions with proceeds benefiting the program.  In lieu of rent, TCOLL will continue to maintain the licensed premises and construct improvements at their sole expense during the term of the Agreement.

 

 

ISSUE:

 

This ordinance authorizes a Sports License Agreement with Towne & Country Optimist Little League for use and maintenance of four (4) sports fields and concession building at Olmos Basin Park for a five year term beginning February 1, 2017, and ending January 31, 2022.  This action is consistent with the City policy to facilitate the use of parks for athletic and recreational activities by the citizens of San Antonio.

 

 

ALTERNATIVES:

 

This Sports License Agreement will allow priority use of the sports fields and concession building in return for maintenance of the fields, thus continuing the existing care arrangements.  An alternative would be to require the organization to reserve the fields through the reservation office; however, the City would be responsible for the maintenance of the fields which would have a corresponding budgetary impact and the organization would be subject to available scheduling dates.

 

 

FISCAL IMPACT:

 

There is no General Fund impact associated with this action.  Under the terms of this Sports License Agreement, Towne & Country Optimist Little League will not pay rent in exchange for providing all associated maintenance and improvements, which will result in cost avoidance to the City.

 

 

RECOMMENDATION:

 

Staff recommends approval of the Sports License Agreement with Towne & Country Optimist Little League for use and maintenance of four (4) sports fields and concession building located at Olmos Basin Park.
