Year 4 & 5 Work Plan for Independent Evaluation and Amendments
SUMMARY:
This item is for the briefing and possible approval of the Year 4 & 5 work plan for the Pre-K 4 SA independent evaluation and amendments for additional assessment and evaluation work.
BACKGROUND INFORMATION:
In 2013, Pre-K 4 SA issued a Request for Proposals (RFP) for an independent program evaluation. On July 16, 2013, the Board approved Pre-K 4 SA to contract with Westat. This approval authorized Pre-K 4 SA to initiate a contract with an initial five-year term, and one three-year renewal option. The independent evaluation activities Westat will conduct during Year 4 & 5 of the contract will be briefly discussed along with deliverables and timelines.
ISSUE:
This item will include a staff briefing, Board discussion, and possible approval of the adoption of the Year 4 & 5 work plan for Westat and amendment to increase the current contract by approximately $202,018.
ALTERNATIVES:
If the Board does not approve the Year 4 & 5 work plans as presented, Westat will need to provide additional considerations for moving forward with the evaluation for Year 4 & 5.
FISCAL IMPACT:
Funding for year 4 is budgeted and available within the Pre-K 4 SA Operating Fund. Year 5 dollars are contingent on the appropriation and approval of the FY 2018 Budget by the Board of Directors.
RECOMMENDATION:
Staff recommends for the Board to approve the Year 4 & 5 work plan for the independent evaluation of the eight-year independent evaluation of Pre-K 4 SA by Westat to include the increasing the not to exceed value of the contract by $202,018 to a total of $1,241,157.
