SUBJECT:

Strengthening the Animal Fastening Ordinance

SUMMARY:

An update on Councilman Treviño’s Council Consideration Request (CCR) will be provided to the Governance Committee.

BACKGROUND INFORMATION:

On December 9, 2016, Councilman Treviño, Council District 1, requested that the City of San Antonio develop an ordinance adding or amending Section 5-20 of the City Code regarding the strengthening of animal fastening.

ISSUE:

Animal Care Services (ACS) is in the process of updating and revising both the 2011 ACS Strategic Plan and Chapter 5 of the San Antonio Municipal Code City Council regarding animals.  ACS will gather input/feedback from stakeholder groups, City leadership (ACS Advisory Board and City Council), and San Antonio residents through public forums and on-line surveys.  ACS will analyze the recommendations outlined in Councilman Treviño’s Animal Fastening CCR during the Chapter 5 update process.

ACS will provide an update to Chapter 5 and the ACS Strategic Plan to the Criminal Justice, Public Safety and Services Council Committee in June 2017.  ACS will bring any proposed updates to both Chapter 5 and the ACS Strategic Plan to the City Council at a B Session in August 2017.
