Audit of ITSD Citywide Structured Cabling Contract

Audit Objective
Determine if the City of San Antonio (City) and Presidio Networked Solutions Group, LLC (Presidio) are in compliance with key terms of the Structured Cabling contract and if the City's monitoring of the contract is effective.
Background
In order to provide connectivity to approximately 12,000 employees located in facilities citywide, the City utilizes Presidio to provide cabling services.
These services are procured through the use of a Texas Department of Information Resources (DIR) contract. DIR contracts are negotiated by the State and made available for local governments to use. Annually, the City Council approves a blanket order for anticipated IT resources to be procured using DIR contracts. The term of the most recent agreement commenced on September 30, 2015 and was amended to expire on January 1, 2017.
The scope of work performed by Presidio for citywide structured cabling services primarily includes installing and terminating cables such as fiber optic and copper cables. For the audit scope period, the City paid Presidio a total of $300,543.
Audit Scope & Methodology
The audit scope included contract monitoring efforts and compliance with contract terms for the period May 1, 2015 to December 31, 2015. We examined DIR contract terms, ITSD policies and procedures, and City Administrative Directives. We interviewed ITSD management and staff, Finance management, Presidio management, and DIR personnel.
Audit Conclusion
ITSD is effectively monitoring the day-to-day operations of Presidio under the Structured Cabling Contract. Through testing, we determined that ITSD communicated with the vendor on a frequent basis, required service documentation was properly maintained, and invoices were paid appropriately based on purchase orders.
