Southside Lions Park Improvements

 

 

SUMMARY:

 

An ordinance approving the use of previously authorized capital funding in the amount of $145,961.67 to be used for project construction of an Overlook, as part of the Southside Lions Park Project, a 2012-2017 General Obligation Bond funded project located in Council District 3.  

 

 

BACKGROUND INFORMATION:

 

Under the voter approved 2012-2017 Bond Program, $750,000.00 was allocated for Southside Lions Park Improvements.  The improvements completed in December 2015 as part of the 2012-2017 Bond Program included a half mile walking trail with three rest areas, a 27 vehicle parking lot, park trail head, picnic and barbeque units, benches, trash/recycle receptacles and way-finding signage.   The 2012-2017 Bond project also provided funding for a dog park currently being built as part of the District 3 Senior Center as required by the bond language. 

 

As bids for the Park Bond Project came in higher than expected and the project was required to maintain a budget for the dog park, there were additional park improvement items that could not be afforded at the time the construction contract was approved.  One of those items included, the Overlook, which was a very popular feature with the community and part of the park’s master plan.  The Overlook will provide the park with a unique structure allowing visitors views out to the surrounding landscape from one of the higher vantage points within the park.

 

In order to move forward with the Overlook, this project requires the reallocation of previously authorized capital funding to the 2012-2017 Southside Lions Park Bond Project.  The reallocated funds will be dedicated to the following: design services related to permitting, plan reviews and construction administration; permit fees, material testing and special inspections related to approval of the Overlook structure and construction of the Overlook. 

 

 

ISSUE:

 

This ordinance approves the use of previously authorized capital funding in the amount of $145,961.67 to be used for project construction of an Overlook, as part of the Southside Lions Park Project, a 2012-2017 General Obligation Bond funded project located in Council District 3.

 

The funds will be dedicated to design services related to permitting, plan reviews and construction administration, permit fees, material testing and special inspections related to approval of the Overlook structure and construction of the Overlook.  The previously completed project could not construct the Overlook as higher than expected bids were received and a budget maintained for the Southside Lions Dog Park.  

 

The Overlook will be a unique steel structure and include a concrete walkway and an observation platform. Construction of the Overlook will be done by an existing Job Order Contract firm, Alpha Builders, for a negotiated price that will not necessitate Council approval. Additionally, the Parks and Recreation Department will be presenting to Council on March 9, 2017 for consideration of a labor and material contract for concrete work which will give the project management team the option to have some concrete components of the project completed through this contract. Utilizing the concrete contract also presents the opportunity for cost savings to the project. Project construction is anticipated to begin in March 2017 and to be completed in June 2017. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could chose not to reallocate funds and the Overlook Project would be unable to be completed until alternative funding can be secured.

 

 

FISCAL IMPACT:

RECOMMENDATION:

 

Staff recommends approval of the ordinance to use previously authorized capital funding in the amount of $145,961.67 for the Southside Lions Park Project, a 2012-2017 General Obligation Bond funded project located in Council District 3 for the construction of the Overlook.
