Air Quality Public Health Study Contract Award

 

 

SUMMARY:

 

An Ordinance selecting Ramboll Environ US Corporation and awarding a contract for consultant services for a “Health Impact Assessment for Non-Attainment on Public Health”, in an amount not to exceed $75,000.00, for an initial term of one year, with one additional one year renewal option.

 

 

BACKGROUND INFORMATION:

 

Project Background

The Alamo Area Council of Governments (AACOG) has a study being developed that will detail the direct and indirect economic costs for non-attainment.  As a companion study, the City will conduct a public health study for non-attainment. This study will assess the public health impact analysis of ozone non-attainment. The goal of this work is to estimate the health impacts of ambient ozone pollution to Bexar County residents of all ages and to estimate the direct and indirect costs of asthma and other ozone-related illnesses on the general public, especially school-age children.  Specifically, the study will estimate the number of heart attacks, respiratory illnesses and mortality for all ages under three (3) different exposure scenarios.

 

Ramboll Environ US Corporation will develop a “Health Impact Assessment for Non-Attainment on Public Health” study that will complement the Alamo Area Council of Governments “Economic Cost of Non-Attainment Study” and the SA Tomorrow Sustainability Plan.  This final report is expected to be released in the summer of 2017.

 

Procurement of Services                     

A Request for Proposal (RFP) for a “Health Impact Assessment for Non-Attainment on Public Health” (6100008503 (RFP 17-038)) was advertised in January 2017 on the City's website, in the San Antonio Express-News and distributed by email to a list of 18 potential respondents identified by the Office of Sustainability and 129 vendors through the City’s Electronic Procurement System.  Responses were due on January 20, 2017, and one firm responded to the RFP.

 

A selection committee consisting of representatives from the Office of Sustainability, San Antonio Metro Health and the Alamo Area Council of Governments evaluated the proposal submission.  The evaluation was based on the published evaluation criteria in the RFP, which included: Background, Experience and Qualifications, Proposed Plan, Pricing, Emerging Small Business Enterprise (ESBE) Prime Contract Program, Minority/Women Business Enterprise (M/WBE) Prime Contract Program, Local Preference Ordinance, and Veteran-Owned Small Business Preference Program.

 

Ramboll Environ US Corporation demonstrated the skills and experience related to developing air quality health impact studies with prior air quality planning experience by their prior work with the Texas Commission on Environmental Quality, Alamo Area Council of Governments and Maricopa County.  The consultant team includes an expert on air pollution exposure assessment and experience documenting environmental justice aspects of population exposure to air pollution.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Emerging Small and Minority/ Women-Owned Business Enterprise Prime Contract Program with a total of twenty (20) evaluation preference points.

 

 

ISSUE:

 

Office of Sustainability staff is requesting City Council approval of an ordinance selecting Ramboll Environ US Corporation to award a contract for consultant services pertaining to the City’s “Health Impact Assessment for Non- Attainment on Public Health” study and authorizing the negotiation and execution of a professional services agreement in an amount not to exceed $75,000.00, for an initial term of one year, with one additional one year renewal option.

 

Funding to develop the “Health Impact Assessment for Non-Attainment on Public Health” study was allocated and authorized by City Council within the FY 2017 Annual Budget.

 

The Local Preference Program was applied in the evaluation of responses received for this contract; however, this firm is not a local business.

 

The Veteran-Owned Small Business Preference Program was applied in the evaluation of responses received for this contract; however, this firm is not a veteran-owned small business.

 

ALTERNATIVES:

 

This request can be postponed or cancelled.  However, the City will lose the opportunity to develop the “Health Impact Assessment for Non-Attainment on Public Health” study in coordination with the Alamo Area Council of Governments “Economic Cost of Non- Attainment”.

 

 

FISCAL IMPACT:

 

This Ordinance selects Ramboll Environ US Corporation and awarding a contract for consultant services pertaining to the City’s “Health Impact Assessment for Non- Attainment on Public Health” study and authorizing the negotiation and execution of a professional services agreement in an amount not to exceed $75,000.00, for an initial term of one year, with one additional one year renewal option. Funding to develop the study is included in the Office of Sustainability Solid Waste Fund within the FY 2017 Annual Budget.

 

 

RECOMMENDATION:

 

Staff recommends the selection of, and award of a contract to, Ramboll Environ US Corporation for consultant services pertaining to the City’s “Health Impact Assessment for Non-Attainment on Public Health” (RFP 17-038) study, in an amount not to exceed $75,000.00, for an initial term of one year, with one additional one year renewal option.
