SUBJECT:

 

A briefing and possible action on Council Consideration Request regarding a Memorial Designation of W. Woodlawn Ave. to “Archbishop Patrick Flores Memorial Way.”

 

SUMMARY:

 

On January 19, 2017, District 7 Councilman Chris Medina sponsored a Council Consideration Request (Exhibit “A”) to add a Memorial Name Designation for W. Woodlawn Ave., between N. Zarzamora and Bandera Road. The request was initiated to commemorate the life of Archbishop Patrick Flores, a leading spiritual icon of the Catholic community and beyond denominational lines. This stretch of roadway is in the heart of District 7 and includes the home campus of the Archdiocese of San Antonio. 

 

BACKGROUND INFORMATION:

 

A Council Consideration Request was initiated by Council District 7 on behalf of Archbishop Patrick Flores, pioneer served as Archbishop of the Archdiocese for 25 years. He was appointed chairman of the Texas State Advisory Committee to the U.S. Commission on Civil Rights in 1979 and became the national chaplain for the League of United Latin American Citizens (LULAC) later this same year. Further, in 1974, he was instrumental in the founding of C.O.P.S. (Communities Organized for Public Service); grassroots organization that helped individuals improve their neighborhoods. In 1980, he became a member of the Hispanic Caucus Committee, and in 1981 founded Catholic Television of San Antonio, the first diocesan television station in the United States.

 

The next steps for the Memorial Designation will include:

                     Scheduling a community meeting

                     Staff’s technical review in accordance with Chapter 6, Sec. 675 of the City Code with all City Departments and outside Agencies,

                     United States Postal Service (USPS) Memorial Designation recommendation: On February 17, 2017, USPS granted approval in support of this memorial designation.

                     Office of Historic Preservation administratively approved a Certificate of Appropriateness on February 23, 2017 to install memorial signage at Woodlawn Lake, a local historic district.

                     Public Hearings will include - Planning Commission, Neighborhood’s and Livability Committee, and lastly City Council for final decision.

In light of adding the designation of a Memorial Name request, no addresses will need to be changed, as this request does not impact the existing street name. Approximately 193 properties (185 residential), 6 commercial, 1 school, 1 park) abut this segment of roadway.   

 

 

ISSUE:

 

This request will not impact the current street name or require changes to any addresses.

 

ALTERNATIVES:

 

Council’s decision to deny this request will effectively cause the identified segment of W. Woodlawn Ave. to remain unchanged.

 

FISCAL IMPACT:

 

The anticipated costs for the project for this action prior to City Council consideration totals $4,433.50. This includes an application fee of $1,000.00, estimated notification fee of $868.50 (193 x $4.50), and COSA sign manufacturing and installation cost of $2,565.00 ((9) stand-alone ground mounted signs x $285.00, Exhibit “B”)

 

RECOMMENDATION:

 

Staff recommends approval of the proposed Memorial Name Designation for a portion of W. Woodlawn Ave. to Archbishop Patrick Flores Memorial Way and that the request continue through the established processes with final consideration by City Council.
