Extension of Interlocal Agreement with University Health System

 

 

SUMMARY:

 

This Ordinance authorizes an amendment to the Interlocal agreement with the Bexar County Hospital District, d/b/a University Health System (UHS) to extend the term of the agreement and authorize the acceptance of compensation from UHS in the amount of $190,768.08 for the period April 1, 2017 through March 31, 2018 for services provided by the City of San Antonio through the San Antonio Metropolitan Heath District (Metro Health) with an option to renew for an additional one year term upon agreement of the parties.

 

 

BACKGROUND INFORMATION:

 

Since 1965, Bexar County, and later UHS, has contracted with the City of San Antonio for Metro Health to provide certain public health services to residents of unincorporated Bexar County.  These services include dental screening and treatment, sexually transmitted disease control, tuberculosis control, emergency preparedness and response, and health education programs.

 

The responsibilities of both parties are defined in an Interlocal agreement that currently extends through March 31, 2017.  The fees charged for these services are adjusted annually to reflect the costs of providing them. This Ordinance amends the current Interlocal agreement to extend the term and set out fees for the period April 1, 2017 through March 31, 2018.

 

 

ISSUE:

 

Metro Health is requesting City Council authorization of an amendment to extend the term of the existing Interlocal agreement between Metro Health and UHS and to authorize the acceptance of compensation from UHS in the amount of $190,768.08 for services provided during the period April 1, 2017 through March 31, 2018 with the option to renew for an additional one year term.

 

 

ALTERNATIVES:

 

Without the proposed amendment, the City of San Antonio will not be authorized to accept payments from University Health System after March 31, 2017 for various public health services provided by Metro Health to residents of unincorporated Bexar County.

 

 

FISCAL IMPACT:

 

Metro Health is requesting City Council authorization of an amendment to extend the term of the existing Interlocal agreement between Metro Health and the University Health System and the acceptance of compensation from UHS in the amount of $190,768.08.  In calculating the compensation amount for the extended term, totals were based on the previously agreed to formula taken from prior fiscal year estimates.  Revenues generated from this agreement will be deposited back into the General Fund.

 

 

RECOMMENDATION:

 

Staff recommends approval of an amendment to the Interlocal agreement with University Health System and acceptance of compensation in the amount of $190,768.08 for public health services provided to residents of unincorporated Bexar County for the period April 1, 2017 through March 31, 2018 with the option to renew for an additional one year term.
