Traffic Code Update

 

 

SUMMARY:

 

An ordinance amending the Traffic Control Devices Schedules for the City of San Antonio, established in Chapter 19, Section 68(b) of the City Code, to add locations where new installations of traffic control devices have occurred, and remove locations where devices have been altered or removed and adding two new schedules to address residents’ parking concerns and impact from nearby commercial areas and activity.

 

 

BACKGROUND INFORMATION:

 

This ordinance will update various Traffic Control Devices Schedules established in Chapter 19, Section 68(b) of the City Code of Ordinances and creates Schedule H (m) entitled “Stopping, Standing or Parking prohibited 6 PM to 7 AM” and Schedule H (n) entitled “Stopping, Standing or Parking prohibited 9 PM to 6 AM”.  In order to have effective enforcement, all traffic control devices need to be present on these schedules.  These schedules are updated to reflect new traffic control device installations and/or removal of such devices at specified locations.  The last traffic code update was enacted on April 9, 2015.  Types of traffic control devices include, but are not limited to, stop signs, traffic signals, parking restrictions and speed limit designations. 

Specific Titles included in this update are:

 

1.                     Full Traffic Signal Locations - (21 additional locations) [Schedule A(a) -  update]

2.                     One-way at All Times - (1 location) [Schedule B(a) - update]

3.                     All Way Stops - (22 additional locations) [Schedule C(a) - update]

4.                     Cross Street Stop - (44 additional locations) [Schedule C(b) - update]

5.                     Maximum Speed Limit - (20 additional locations) [Schedule E(a) - update]

6.                     Parking Prohibited at All Times, Including Sundays and Holidays - (65 additional locations) [Schedule G(a) - update]

7.                     Stopping, Standing or Parking Prohibited 7 AM to 9 PM - (1 additional location) [Schedule H(a) - update]

8.                     Stopping, Standing or Parking Prohibited 4 PM to 6 PM - (1 additional location) [Schedule H(c) - update]

ISSUE:

 

This ordinance amends the Traffic Control Devices Schedules for the City of San Antonio, established in Chapter 19, Section 68(b) of the City Code, to add locations where new installations of traffic control devices have occurred, and remove locations where devices have been altered or removed. This ordinance also will create Schedule H (m) entitled “Stopping, Standing or Parking prohibited 6 PM to 7 AM” and Schedule H (n) entitled “Stopping, Standing or Parking prohibited 9 PM to 6 AM” in order to address residents’ parking concerns and impact from nearby commercial areas and activity.

 

Approval of this ordinance will enable consistent enforcement of on-street traffic regulations and is a continuation of City Council policy to maintain efficient and safe traffic flow.

 

 

ALTERNATIVES:

 

Not updating the Traffic Control Devices Schedules would result in the City of San Antonio Police Department's inability to enforce the traffic control devices at the locations listed in the attachment.

 

 

FISCAL IMPACT:

 

There is no fiscal impact associated with this ordinance.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance to amend the Traffic Control Devices Schedules for the City of San Antonio in Chapter 19, Section 68(b) of the City Code.
