SUBJECT:

Ratification of Elevator Modernization in Long Term Parking Garage at the San Antonio International Airport

SUMMARY:

This Ordinance authorizes the ratification of a contract with Schindler Elevator Corporation (Schindler) in the amount of $318,838.00 for modernization of four elevators in the long term parking garage at the San Antonio International Airport. Funding is available from the FY 2017 Aviation Department Operating Fund.


BACKGROUND INFORMATION:

The four elevators serving the Long Term Garage (LTG) at the airport are 19 years old and are at the end of their useful life. These units have experienced unprecedented demand over the last 19 months of Consolidated Rent-A-Car facility construction. Due to the additional stress, their age, loss of reliability, water damage to the wiring devices and control panels; safety concerns have arisen as evidenced by more frequent downtime, passenger entrapments and loss of ADA compliance. As a result, these elevators require the immediate completion of previous partial modernizations done as stop gap measures. The modernizations include a 3D light detection system designed specifically for use in airport applications which experience high volume use involving baggage.

Because of safety concerns, the Aviation Department proceeded to obtain the necessary modernizations through an exemption from competitive bidding. Subsequently, a Request for Offer was issued to Schindler (the department's existing elevator maintenance contractor) to finalize the cost of completing the modernizations. As a result of the offer submitted, a Purchase Order was issued on February 15, 2017 in the amount of $318,838.00, which includes all requirements to ensure the safety of travelers.
