SUBJECT:

 

An Ordinance authorizing the creation of a memorial designation of “Archbishop Patrick Flores Memorial Way” on a portion of  W. Woodlawn Ave. between N. Zarzamora and Bandera Road.

 

SUMMARY:

 

On January 19, 2017, Councilman Cris Medina sponsored a Council Consideration Request (Exhibit “A”) to add a Memorial Designation of “Archbishop Patrick Flores Memorial Way” on a portion of W. Woodlawn Ave., between N. Zarzamora and Bandera Road (Exhibit “B”). The request was initiated commemorate the life of Archbishop Patrick Flores, a leading local spiritual icon of the Catholic community and beyond denominational lines. This stretch of roadway is in the heart of District 7 and includes the home campus of the Archdiocese of San Antonio. 

 

BACKGROUND INFORMATION:

 

Archbishop Patrick Flores, served as Archbishop of the Archdiocese for 25 years. He was appointed chairman of the Texas State Advisory Committee to the U.S. Commission on Civil Rights in 1979 and became the national chaplain for the League of United Latin American Citizens (LULAC) later this same year. Further, in 1974, he was instrumental in the founding of C.O.P.S. (Communities Organized for Public Service); grassroots organization that helped individuals improve their neighborhoods. In 1980, he became a member of the Hispanic Caucus Committee, and in 1981 founded Catholic Television of San Antonio, the first diocesan television station in the United States.

 

Community Meeting Date: April 6, 2017 at the Archdiocese of San Antonio.

 

Planning Commission Hearing Date: April 12, 2017 - Planning Commission recommended approval.

 

Planning Commission Public Notification:

-                     193 Notices mailed to property owners abutting the segment of the street proposed for the memorial designation.

-                     Notice was sent to the Jefferson Neighborhood Association, Woodlawn Lake Community Association, University Park, and Donaldson Terrace Neighborhood Association.

-                     Written response was received in opposition from the Woodlawn Lake Community Association. 

-                     Nine (9) written responses received from adjacent property owners, six (6) in opposition and three (3) in favor.

 

Analysis:

 

This memorial designation was processed in accordance with Chapter 6 Section 672(b)(3) of the City Code that states choices for a names are unlimited, names generally should be chosen to reflect Memorials to San Antonio or local leaders or public figures.  This request is to commemorate the life of Archbishop Patrick Flores, a leading local spiritual icon of the Catholic community.

 

This is a Memorial Designation Only, this is not a Street Name Change, and no addresses will change.

 

City Council Public Notification:

-                     193 Notices mailed to property owners abutting the segment of the street proposed for a memorial designation.

-                     Notice was sent to the Jefferson Neighborhood Association and Woodlawn Lake Community Association, University Park, and Donaldson Terrace Neighborhood Association.

 

The W. Woodlawn Ave. memorial designation segment consists of approximately nine thousand seven hundred and fifty feet (9,750) linear feet. Nine (9) ground mounted signs will be placed along this segment of street. The properties that abut this street consists of both Commercial, and Residential properties, in addition to a School and a Park. No addresses will need to be changed with this memorial designation request.

 

Inter-jurisdictional Technical Review:

                     Alamo Regional Mobility Authority

                     Bexar County

                     Bexar Metro 9-1-1 Network

                     City Public Service (“CPS”) Energy

                     San Antonio, ISD

                     San Antonio Water System (“SAWS”)

                     Texas Department of Transportation (TXDOT)

                     United States Postal Service (USPS)

                     VIA Metropolitan Transit, and

 

The City of San Antonio did not receive any objections or concerns to the proposed memorial designation from these agencies. In addition, the United States Postal Service approved the proposed memorial designation on February 17, 2017 in accordance with Chapter 6 Section 675 of the City Code and Chapter 35 Section 506(h)(1) of the Unified Development Code (“UDC”) (Exhibit “C”).

 

Inter-departmental Technical Review:

All City Departments reviewed the proposed request in accordance with Chapter 6 Section 675 of the City Code. The Office of Historic Preservation approved a Certificate of Appropriateness to install two memorial signs located within the Woodlawn Lake Historic District near Wilson and W. Woodlawn Ave. and at W. Woodlawn Ave. and Lake in Monticello Park Historic District. There were no other objections or concerns to the proposed memorial designation from other City Departments.

 

ISSUES:

 

This request will not impact the current street name or require changes to any addresses.

 

ALTERNATIVES:

Council’s decision to deny this request will effectively cause the identified segment of W. Woodlawn Ave. to remain unchanged.

 

FISCAL IMPACT:

 

The anticipated costs for the project for this action prior to City Council consideration totals $4,433.50. This includes an application fee of $1,000.00, estimated notification fee of $868.50 (193 x $4.50), and COSA sign manufacturing and installation cost of $2,565.00 ((9) stand-alone ground mounted signs x $285.00).

 

RECOMMENDATION:

 

This proposed memorial designation meets the criteria of Chapter 6 Section 672(d) of the City Code and staff recommends approval of the proposed memorial designation of “Archbishop Patrick Flores Memorial Way” on W. Woodlawn Ave. between N. Zarzamora and Bandera Road.
