SUBJECT: Pre-Solicitation Briefing for Mass Selection of Design Consultants for 2017-2022 Bond Program

On Saturday, May 6, 2017, voters in the City of San Antonio will vote on approving an $850 million bond program. As the largest bond program in City's history, the program addresses a wide array of public infrastructure throughout the City, from street and drainage improvements, new sidewalk construction, pedestrian mobility improvements, traffic upgrades, new and improved parks, new community centers, sports facilities and improvements to existing City-owned facilities.

If approved by the voters, Transportation and Capital Improvements (TCI) will be seeking Statements of Qualifications, as part of a mass selection of design consultants, from qualified firms to provide engineering, architectural, and landscape architectural design services for approximately 105 projects out of the 180 projects included in the City of San Antonio 2017-2022 Bond Program. Mass selection of the design consultants will be solicited with three RFQs under Civil Engineering, Architecture and Landscape. The individual estimated costs for the 105 projects under the RFQs range from $250,000 up to $48,000,000.

The proposed selection committees will evaluate and score the proposals based on the published criteria which will include: experience, qualifications, proposed management plan, overall evaluation and Small Business Economic Development Advocacy (SBEDA) Program points for Small Business Enterprises, Minority/Women Owned Business Enterprises and Emerging Small Business...
