SUBJECT:

Memorandum of Understanding with East Central Independent School District


SUMMARY:

This item includes a briefing and Board action to approve a Memorandum of Understanding (MOU) between Pre-K 4 SA and East Central Independent School District (ISD) contingent upon approval by East Central ISD Board of Trustees to join Pre-K 4 SA as a partnering district.


BACKGROUND INFORMATION:

Pre-K 4 SA and East Central ISD have been discussing a potential partnership between the two districts. Pre-K 4 SA currently has seven participating Independent School Districts and East Central ISD would create the eighth partnership between Pre-K 4 SA and local Independent School Districts. On March 28, 2017 Dr. Baray attended an ECISD Board of Trustees Work Session to discuss the components of a potential partnership. From this work session, Pre-K 4 SA staff and ECISD staff have met several times to discuss student services and Professional Learning. The ECISD Board of Trustees are scheduled to consider this item on April 20, 2017.


ISSUE:

Pre-K 4 SA and East Central ISD (ECISD) have been discussing in detail elements of this partnership that can make this venture positive and mutually beneficial. If East Central ISD joins they would have 100-150 ECISD students enrolled at one of the four campuses. These slots would primarily be filled at the East and South Education Centers, and would change the ratio of eligible and tuition students by increasing the number of eligible students in the program.

Additionally, Pre-K 4 SA and ECISD have communicated and been preliminarily developing a comprehensive and robust Professional Learning plan that would be a working model focused on teacher quality and classroom environments.

The item is for Board action to approve a Memorandum of Understanding (MOU) between Pre-K 4 SA and East Central Independent School District.
