Night Vision Equipment for the San Antonio Police Department

 

 

SUMMARY:

 

This ordinance authorizes acceptance of the offer from GT Distributors, Inc., to provide the San Antonio Police Department SWAT Regional Response Team with 21 night vision monoculars and related accessories for a total cost of $86,583.31.  Funding for this purchase is available through the 2016 State Homeland Security Program (SHSP) Grant.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by GT Distributors, Inc., utilizing the BuyBoard Cooperative contract #524-17 to provide 21 night vision monoculars and related accessories for a total cost of $86,583.31.

 

The EoTech M914A/PVS14 Omega FOM 1344 night vision units specified in the solicitation were tested and proven to meet the needs of the SWAT team.  Furthermore, the specifications of the recommended equipment meet minimum military specifications.  EoTech was selected for performance as well as reputation, customer support, testing, Gen III Image Intensification tubes, ISO 9001:2008 certified manufacturing facility and product reliability.

 

SAPD SWAT is a regional tactical team with critical incident response in the Alamo Area Council of Governments (AACOG) region.  The team’s current night vision equipment is very old and unserviceable, which presents a public safety hazard in no light and low light environments.  The existing equipment was purchased as military surplus and is in end of life condition.  In order for the Regional Response Team to meet the State’s Type One Team Standard, each member is required to have their own night vision unit.

 

The San Antonio Police Department SWAT Regional Team is authorized to purchase 21 units through the State Homeland Security Program Grant (SHSP).

 

 

ISSUE:

 

This contract will provide the San Antonio Police Department with a qualified vendor to provide a one-time purchase of night vision equipment.

 

This contract is within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this procurement not be approved, the Police Department will continue to rely on existing night vision equipment that is outdated and unserviceable and no longer capable to effectively serve the Police Department operational needs.

 

 

FISCAL IMPACT:

 

The funding is available for this purchase from the 2016 State Homeland Security Program (SHSP) Grant in the amount of $86,583.31.

 

 

RECOMMENDATION:

 

Staff recommends approval of this contract to purchase night vision equipment from GT Distributors, Inc. for a total cost of $86,583.31.

 

This contract is procured by means of cooperative agreement and a Contracts Disclosure Form is not required.
