Indoor Trash and Recycle Containers

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with Compumeric Engineering, Inc. dba Bearsaver Securr to provide 110 stainless steel indoor trash and recycle containers for a total cost of $68,090.00 for the Convention and Sports Facilities Department. Funding is available from the FY2017 Community & Visitor Facilities Fund Operating Budget.

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of four competitive bids received to provide 110 stainless steel indoor trash and recycle containers for use at Convention Center for a total cost of $68,090.00. The low bid submitted by Gulf Coast Paper Company was deemed non-responsive for failing to meet the bid specifications.  The low responsive bid was submitted by Compumeric Engineering, Inc. dba Bearsaver Securr.

 

These 50 gallon trash and recycle containers will be utilized at the Convention Center to assist with the overall cleanliness of the facility by providing larger sized containers needed to accommodate large events.  The containers will be located at various strategic locations throughout the Convention Center and will be in addition to existing 33 gallon containers currently in use. 

 

ISSUE:

 

This contract will provide the Convention and Sports Facilities Department with 55 indoor trash containers and 55 indoor recycle containers, for a total of 110 containers, to be utilized at the Convention Center.  The square stainless steel indoor trash and recycle containers each have a 50 gallon capacity, are made of 18 gauge stainless steel to resist corrosion and includes a rigid plastic liner with retainer brackets to keep the trash and recycling bags in place.   The trash containers have a molded black plastic top with a 10” x 10” square opening. “Trash” will be die cut into each side of the container.  The recycle containers have a molded blue plastic top with a 10” x 10” square opening; “Recycle” will be die cut into each side of the container.

 

Life expectancy of these containers is 20 years.

 

These containers have a one year warranty that guarantees them to be free of defects in material and workmanship. The warranty shall commence from the date the City accepts delivery of the containers.

 

This contract is within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

There were no responsive bids submitted from local bidders for this procurement; therefore, the Local Preference Program was not applied.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

ALTERNATIVES:

 

Should this contract not be approved, the Convention and Sports Facilities Department will be forced to continue to rely on existing smaller-sized containers in certain locations throughout the Convention Center where larger-sized containers are needed to meet the capacity needs of trash and recycle collection.

 

FISCAL IMPACT:

 

The purchase of these 110 trash and recycle containers is for a total cost of $68,090.00 and funding is available from the FY2017 Community & Visitor Facilities Fund Operating Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with Compumeric Engineering, Inc. dba Bearsaver Securr to purchase 110 indoor trash and recycle containers for the Convention and Sports Facilities Department in the amount of $68,090.00.

 

This contract was procured on the basis of low bid and a Contracts Disclosure Form is not required.
